Scope of Work
The project involves comprehensive upgrades to the Lake Alva Campground. Key tasks include:
- Water System Replacement: Replacing all components in the well pumphouse (pressure tanks, flow meter, valves, etc.), installing a new 2" HDPE water main throughout the campground, and abandoning the existing main.
- Electrical System Upgrades: Demolishing existing equipment, installing new grounding, low-voltage power conductors, cable conduit, box connectors, couplers, new power outlet pedestals, and circuit breakers.
- Repaving: Repaving sections of the campground asphalt road, patching areas where the new water main intersects the road, and replacing existing wheel stops (Option Item #1). Detailed construction plans (Attachment 4) and technical specifications (Attachment 5) provide specific requirements for site construction, electrical, and water distribution systems.
Contract Details
- Contract Type: Firm Fixed Price.
- Magnitude: Between $500,000 and $1,000,000.
- Period of Performance: July 15, 2027 – December 1, 2028.
- NAICS Code: 237110 (Water and Sewer Line and Related Structures Construction) with a $45 million size standard.
- Bonds: A 20% Bid Bond/Offer Guarantee is required with the submission. Performance and Payment Bonds (100% of award price) are required within 10 days after award.

- Bid Guarantee Evaluation will be based on a comparative analysis to determine the best value to the Government, considering Relevant Experience, Past Performance, Technical Approach, and Price. Offerors must hold prices firm for 90 calendar days.
Key Clarifications & Site Visit
- Site Visit: A site visit was scheduled for May 13, 2026, at 10 am at the Seeley Lake Ranger District. Questions can be directed to Brian Story at (406) 529-8534 or brian.story@usda.gov.
- Campground Closure: Contractors can close camping loops starting August 1st for construction. Notification to the Forest Service is required by March 1st for 2027/2028 closures.
- Logging Overlap: A logging contract (Richmond Sale) is active until October 2028, with timber operations restricted to September 15th – May 21st, which may impact simultaneous work.
- Material Handling: Unburnable material must be removed; suitable burnable material can be left on site. Socket fusion is an acceptable pipe joining method. Native soil and salvaged topsoil are acceptable if they meet specifications.
