The potential IDIQ will cover extensive service categories, including:
- Interpretation Services: All modalities (in-person, remote, simultaneous, consecutive, etc.) for legal, medical, technical, diplomatic, and operational environments, including secure/classified support.
- Translation Services: Written documents, technical/specialized subject matter, certified/notarized, localization, website/multimedia, and expedited solutions.
- Language Access & Accommodation Services: Support for Limited English Proficiency (LEP), multilingual communication strategies, cultural advisory, and accessibility-aligned services.
- Technology-Enabled Language Services: Integration of machine translation, AI-assisted workflows, translation memory, terminology management, and secure cloud-based delivery.
- Specialized and Mission-Specific Services: Rare/indigenous languages, dialect-specific support, linguistic analysis, field-deployable linguists, and surge/contingency operations.
Potential Contract Details
The FBI anticipates a Multiple-Award IDIQ with a 12-month base period and a 4(12)-month option period. Task orders will be issued pursuant to FAR 16.505, with flexible contract types (e.g., FFP, T&M, Labor-Hour, Hybrid) at the task order level. Specific performance standards, period/place of performance, and key personnel will be determined at the task order level.
Submission Requirements
Interested vendors must submit capability statements by 4:00 PM CT on April 03, 2026. Submissions should include:
- Cover Letter (1-5 pages): Company information, socioeconomic status, POCs, SAM status, UEID, NAICS codes, GSA schedule (if applicable), facility clearance, estimated cost, recommended CLIN structure, and intellectual property concerns.
- Technical Approach (25 pages): Recommended ordering procedures, contract types by service category, key personnel/labor categories, CLIN structuring, risks/mitigation, emerging technologies, and best practices for accessibility.
- Language Capacity/Capabilities: Utilize Attachment A (List of Recognized Languages) and Attachment B (Languages Offered template) to specify languages offered within each service category.
