This RFI is issued by the Federal Bureau of Investigation (FBI) for market research purposes, in accordance with FAR Part 10. It is not a solicitation, RFP, RFQ, or IFB. The FBI is seeking to identify capable sources for comprehensive, scalable language services under a potential Multiple-Award Indefinite Delivery, Indefinite Quantity (IDIQ) contract vehicle. No contract award will result from this RFI, and the government will not reimburse respondents for costs incurred.

• The potential contract will be a Multiple-Award IDIQ.

• Ordering period: 12-month base period with a 4(12)-month option period.

• Task orders will be issued pursuant to FAR 16.505.

• Flexible contract types at the task order level (e.g., FFP, T&M, Labor-Hour, Hybrid) are anticipated.

• The contract must support domestic and international performance capabilities.

• 541930 - Translation and Interpretation Services (respondents are encouraged to comment on this and other recommended NAICS codes and size standards).

The IDIQ aims to accommodate evolving mission requirements and emerging technologies, including:

• Interpretation Services (All Modalities): In-person, remote, simultaneous, consecutive, sight, relay, whisper, conference/event support, legal, medical, technical, scientific, diplomatic, community, operational environments, on-demand, scheduled, emergency, secure/classified support.
• Translation Services: Written documents, technical/specialized subject matter, certified/notarized, localization/transcreation, website/multimedia, desktop publishing, expedited/real-time.
• Language Access & Accommodation Services: LEP support, multilingual communication strategies, cultural/regional advisory, program development, plain language adaptation, accessibility-aligned services.
• Technology-Enabled Language Services: Machine translation integration, AI-assisted workflows, translation memory systems, terminology management, secure cloud-based delivery, hybrid human/automated solutions.
• Specialized and Mission-Specific Services: Rare/indigenous/emerging languages, dialect-specific services, linguistic analysis, field-deployable linguists, workforce augmentation, surge/contingency operations.

Respondents are requested to address capabilities related to:

• Nationwide and international service coverage
• Rapid response and surge capacity
• Quality assurance and quality control
• Linguist credentialing, certification, and vetting
• Compliance with Federal standards
• Data security and confidentiality controls
• Support for secure/classified environments
• Cybersecurity practices aligned with Federal requirements

Interested vendors must submit capability statements, including:

• A Cover Letter (1-5 pages) with company information, socioeconomic status, POCs, SAM status, UEID, NAICS codes, commercial service confirmation, GSA schedule (if applicable), facility clearance, estimated cost, and recommended CLIN structure. Vendors must also state any concerns regarding unlimited government rights to intellectual property.
• A Technical Approach (25 pages) detailing recommended ordering procedures, contract types by service category, key personnel/labor categories, CLIN structuring, risks and mitigation strategies, emerging technologies, and best practices for accessibility and language accommodation.
• Language Capacity/Capabilities: Utilizing Attachment A (List of Recognized Languages) and Attachment B (Languages Offered template) to specify languages offered within each service category.

Capabilities Statements must be received by 4:00 PM CT on April 03, 2026.

• Language Access & Accommodation Services: Support for Limited English Proficiency (LEP) individuals, multilingual communication strategies, cultural/regional advisory services, language access program development, plain language adaptation, and accessibility-aligned language services.
• Technology-Enabled Language Services: Machine translation integration, AI-assisted workflows, translation memory systems, terminology management, secure cloud-based delivery platforms, and hybrid human/automated solutions.
• Specialized and Mission-Specific Services: Rare/indigenous/emerging language support, dialect-specific services, linguistic analysis/advisory services, field-deployable linguists, workforce augmentation, and surge/contingency operations.
