Purpose
This RFI, issued by the FBI in accordance with FAR Part 10, is solely for market research. It aims to identify industry capabilities for providing comprehensive, scalable, and fully accommodational language services. This is not a solicitation, and no contract award will result from this RFI.
Scope of Work & Service Categories
The potential IDIQ will cover a broad spectrum of language services for the FBI Criminal Justice Information Services Division (CJIS), including:
- Interpretation Services: In-person, remote, simultaneous, consecutive, sign language, and specialized support (legal, medical, technical, classified).
- Translation Services: Written document translation, technical/specialized, certified/notarized, localization, multimedia, and expedited solutions.
- Language Access & Accommodation Services: Support for Limited English Proficiency (LEP) individuals, multilingual communication strategies, cultural advisory, and accessibility-aligned services.
- Technology-Enabled Language Services: Machine translation, AI-assisted workflows, translation memory, terminology management, and secure platforms.
- Specialized and Mission-Specific Services: Rare/indigenous language support, dialect-specific services, linguistic analysis, field-deployable linguists, and surge operations. The Statement of Objectives (SOO) emphasizes bridging communication gaps across languages, cultures, and mediums, ensuring high-quality, accurate, and culturally sensitive delivery.
Contract Details
- Anticipated Vehicle: Multiple-Award Indefinite Delivery, Indefinite Quantity (IDIQ)
- Potential Structure: 12-month base period with a 4(12) month option period.
- Contract Types (Task Order Level): Flexible, including Firm Fixed-Price (FFP), Time & Materials (T&M), Labor-Hour (LH), or Hybrid.

Submission Requirements
Interested vendors must submit capability statements, comprising:
- Cover Letter (1-5 pages): Company information (name, address, contact, business size, socioeconomic status, UEID, NAICS codes), SAM active status, FSS/GSA schedule (if applicable), facility clearance, subcontracting plans, recommended CLIN structure, and intellectual property rights statement.
- Technical Approach (up to 25 pages): Recommended ordering procedures, contract types by service category, suggested key personnel/labor categories, identified concerns/risks, emerging technologies, and best practices for accessibility.
- Language Capacity: Vendors must identify languages offered within each service category using Attachment A (List of Recognized Languages) and Attachment B (Template Languages Offered).
