The contractor will also install warning alarms, connect to existing electrical panels and water lines, commission new equipment, clean the site, and provide owner training. Submission Requirements

Offerors must submit a complete package including SF-1449, Attachment 3 (Schedule of Items) with pricing for both base and option items, a Technical Response, Country of Origin Table, Exhibit 1 (Equipment List), Exhibit 2 (Biobased Product List), Exhibit 3 (Past Performance Datasheet), and Exhibit 4 (SF-1413 Subcontractor Form, if applicable). Submittal sheets for equipment are required with the offer. All offers, along with signed copies of all amendments, must be emailed to arlen.fausett@usda.gov.

Evaluation Criteria

Award will be made to the offeror representing the best value to the Government, considering Technical Approach, Past Performance, and Price. Technical approach will be evaluated on the ability to meet requirements and understanding. Past Performance will be rated as Acceptable or Neutral. Price will be evaluated for fairness and reasonableness after the highest technically rated offeror is identified; award will not necessarily go to the lowest-priced offeror.
