This addendum clarifies submission requirements and provides a deadline for questions, impacting how vendors prepare and submit their quotes.

Solicitation / RFP / RFQ

This solicitation is for Liquid Carbon Dioxide (CO2) Service. The contractor will be responsible for filling 220 of the Norfolk Naval Shipyard's (NNSY) owned cylinders with CO2. Of these, 210 cylinders are 25 lbs and 10 cylinders are 50 lbs. The contractor will also be required to hydro and re-certify all cylinders.

• Filling 220 NNSY-owned cylinders with CO2 (210 x 25lb, 10 x 50lb).

Form / Attachment / Pricing Sheet

This document is Attachment (A) to the solicitation, titled "Technical Capabilities Form." It requires vendors to certify that the equipment they are quoting meets the specified capabilities and that they can assume all stated contractor responsibilities. This form must be completed and submitted with the vendor's quote to be considered for award.

• Technical Capabilities Statement: Confirms the "General Specification for Liquid Carbon Dioxide Service" and requires vendors to indicate if their offering meets the specifications listed under CLIN 0001 for Liquid Carbon Dioxide Service by checking 'Yes' or 'No'.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide liquid carbon dioxide (CO2) service, including the filling and recertification of cylinders, to Norfolk Naval Shipyard (NNSY).

• The contract period is from May 4, 2026, to May 3, 2027, or until all CO2 cylinders are picked up.

• Work commences only after official e-mail notification from NNSY Contracting Agent, Code 411.

• Only work outlined in sections C, D, and E is authorized. Any additional work requires evaluation and authorization from the NNSY Purchasing Agent, Code 411.

• NNSY will provide 220 empty CO2 cylinders (210 x 25 lbs, 10 x 50 lbs).

• Vendor must segregate NNSY cylinders and maintain NNSY identification tags.

• Vendor must hydrostatically test and recertify all 220 cylinders, tagging them after successful testing.

• Vendor must fill all 220 cylinders with beverage grade liquid carbon dioxide.

• Contractors require a DBIDS card for access to NNSY, unless they are permanent party with Common Access Cards (CACs).

• The process involves completing SECNAV 5512 form(s), a CVS spreadsheet, and being added to the "179-Day List" by CNRMA for DBIDS card generation.

• Green NAVSEA access badges can be obtained with proof of U.S. Citizenship.

• PEDs are defined as non-stationary electronic apparatuses.

• Personally owned camera-enabled PEDs are authorized in the Controlled Industrial Area (CIA) and Security Islands, but prohibited in Controlled Nuclear Information Areas (CNIAs), Nuclear Work Areas (NWAs), and Open Storage Areas.

• All PEDs are prohibited in NWAs and Open Storage Areas.

• Unofficial photography, filming, or live streaming from camera-enabled PEDs is prohibited.

• Audio recordings in NAVSEA spaces require approval from the Code 1120 Security Director.

• Use of PEDs on Department of Navy Submarines is prohibited.
