Updated terms and conditions in accordance with FAR and DFARS revisions from the Revolutionary FAR Overhaul (RFO) will be implemented.

• Evaluation will be based on price and other factors, including technical capability (technical approach, parts/equipment lead time, period of performance, certifications).

• This acquisition is a Small Business set-aside.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide locksmith services for the 149th Fighter Wing, requiring the repair or replacement of GSA-certified access control hardware on safes and vaults, and to open locked-out GSA containers.

• Repair or replace access control hardware (Kaba Mas X-10 and Sargent & Greenleaf 2890 series) on GSA containers, meeting Federal Specification FF-L-2890C.

• Drill GSA containers to gain access when locks have failed in the locked position.

• Assess failures of electromechanical S&G 2890 series access control devices and Kaba Mas X-10 locksets.

• Perform preventative maintenance on X-10 series locksets.

• The scope includes opening safes, but not repairing them after access is gained.

• Period of Performance (PoP): 15 days for Test and Evaluation, 15 days for Repair and/or Replacement.

• Place of Performance: 149th Fighter Wing, Joint Base San Antonio-Lackland, San Antonio, TX, across multiple buildings.

• Technicians must be GSA certified, trained, and pass written/practical exams.

• Contractors must be a Department of War Lock program participant.

• Telework is not authorized.

• The contractor must safeguard all Government property.

• Compliance with policies on Combating Trafficking in Persons is required.

• Security requirements include entering into a Security Agreement, obtaining Common Access Cards (CACs), and potentially obtaining facility security clearances (Top Secret, Secret, Confidential) at the government's expense for employees requiring access to classified information.

• The contractor must maintain a list of employees, including security clearance levels, and provide updated information to the contracting officer.

• Suitability investigations (Tier 1, Tier 3, or Tier 5) are required for contractor personnel based on their access needs.

• A security representative must be appointed for on-base operations.

• Compliance with various DoD and Air Force directives related to information security, physical security, and personnel security is mandatory.
