Statement of Work (SOW)

To provide Lodging-in-Kind and meals for Military Service Members of the 160th Military Police Battalion during their Home Station Annual Training in Tallahassee, FL.

• Lodging: Provide accommodations for approximately 94 military service members from May 30, 2026, to June 13, 2026. This includes 2 single occupancy rooms and 46 double occupancy rooms daily. Rooms must be within a 25-mile radius of Tallahassee, FL, and equipped with a television, cable access, internet, iron/ironing board, and alarm clock. Bathrooms must be sanitary with adequate lighting and amenities. The facility must be non-smoking, free of pests and mold, and have functioning heating and air conditioning. Daily custodial services are required.

• Meals: Provide 2 meals per day (breakfast and dinner) for approximately 130 military service members on specified dates between May 31, 2026, and June 13, 2026. Meals must be healthy, balanced, and nutritional, adhering to Army regulations. A dining area accommodating up to 130 members is required. Special dietary restrictions must be accommodated. All utensils, plates, and napkins are to be provided by the contractor.

• Lodging facilities must comply with all applicable fire and safety codes and be FEMA approved.

• Food preparation and transportation must follow all local, state, and federal health and safety guidelines.

• Daily custodial services for lodging are required.

• Period of Performance: May 30, 2026, through June 13, 2026.

• Place of Performance: Lodging within a 25-mile radius of Tallahassee, FL (calculated via Google Maps). Meals to be furnished at US ARMY Reserve Center, 222 Ausley Road, Tallahassee, FL 32304.

• Lodging must be in a single facility under one roof with interior access to rooms.

• Facilities must be in a low-crime area with accessible parking and security measures (cameras or guard).

• Electronic invoicing via Wide Area Workflow (WAWF) is required.

• The Government reserves the right to cancel reservations up to 48 hours prior to the start date.

• A rooming roster will be provided 48 hours before check-in.

• The Government will conduct a site visit prior to award.

Each room must include a television with cable, internet access, an iron and ironing board, and an alarm clock. Double occupancy rooms require two standalone beds. The lodging facility must be within a 25-mile radius of Tallahassee, FL, have interior access to rooms, security locks, accessible parking in a low-crime area with security measures, and comply with fire/safety codes. Daily custodial services are required. FEMA approval is necessary.

• Meals: Provide three meals per day (breakfast, lunch, dinner) in accordance with Army Regulation 30-22. The dining area must accommodate up to 150 members. Special dietary restrictions will be accommodated. All utensils, plates, and napkins are to be provided by the contractor. Food preparation and transportation must follow all health and safety guidelines.

• Period of Performance: May 30, 2026, through June 13, 2026.

• Place of Performance: Lodging within a 25-mile radius of Tallahassee, FL. Meals to be furnished at US ARMY Reserve Center, 222 Ausley Road, Tallahassee, FL 32304.

• Non-personal services contract.

• Electronic Invoicing: Wide Area Workflow (WAWF) system is required for payment requests.

• Advance Notification: Government reserves the right to cancel reservations up to 48 hours prior to the start date.

• Site Visit: The Requiring Activity will conduct a site visit prior to award.

• Rooming Roster: Provided to the contractor no later than 48 hours before check-in.

• Per Diem Rates: Government cannot exceed per diem rates for lodging and meals per Joint Travel Regulation.

• Health & Safety: Rooms must be non-smoking and free of pests, mold, etc. Bathrooms must be sanitary. Refrigerated air conditioning and adequate heating are required. Efficient lost-and-found procedures are necessary.

This Request for Quotation (RFQ) W15QKN-26-Q-1BR4 seeks lodging and meal services for the 160th Military Police Battalion. The services are required within a 25-mile radius of the US ARMY Reserve Center in Tallahassee, FL.

• Lodging: 48 rooms (2 single, 46 double occupancy) for 14 nights.

• Meals: 130 meals, consisting of breakfast and dinner, across specified dates.

• Period of Performance: 30 May 2026 through 13 June 2026.

• Facility Requirements: Lodging must meet security and amenity requirements detailed in the SOW, and possess FEMA Certification. Pricing cannot exceed GSA per diem rates.

• Proposal Content: Must include facility information, security/amenity assessment, FEMA certification, subcontracting agreements (if any), completed terms and conditions, and pricing for all CLINs.

• Offerors must be registered in SAM.gov and Wide Area Work Flow (WAWF).

• Lack of SAM registration will result in ineligibility for award.

• Small Business Set-Aside is indicated (FAR 52.219-6).
