Scope of Work

The scope also includes armorer training to ensure OEM Armorer Certification for designated agency armorers, along with administrative and logistical support. Key Requirements
All parts, assemblies, and complete rifles must be interchangeable with MILSPEC M4 Style AR platform rifles and compatible with Colt brand M4A1 5.56mm Carbine components. Compliance with applicable U.S. military specifications and ISO 900X certification (for manufacturing/assembly entities) is mandatory. The vendor must demonstrate a production capacity of 1,000 complete rifles per month and provide a warranty. Reliability/durability testing involves firing 9,600 rounds per rifle assembly. Notably, frangible ammunition compatibility testing requirements have been eliminated, and an ambidextrous magazine release is required. Stripped Lower Receiver Select Fire and Semi must be included in Volume I components.
Submission & Evaluation
Proposals must be submitted in three volumes: Volume I (Technical - Phase I), Volume II, and Volume III (Price - Phase II). Evaluation will be multi-phased, with technical factors significantly more important than price, leading to a best value award. The period for questions has closed.
