Solicitation / RFP / RFQ

This solicitation, RFP 70B06C26Q00000082, is for the acquisition of M4-style rifle platforms and parts. The U.S. Customs and Border Protection (CBP) intends to award a single Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with a five-year ordering period. • Offers must be submitted in two volumes: Volume I (Technical Proposal - Phase I) and Volume III (Price Proposal - Phase II).

• Evaluation will be based on technical factors (non-price) and price. Technical factors are significantly more important than price.

• The evaluation process includes multiple phases: Phase I (Pass/DQ, Score/DQ), Phase II (Score/DQ), and a down-select process.

• Award will be made to the responsible Offeror whose proposal represents the best value to the Government.

• This acquisition is a Small Business Set-Aside.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for the procurement of M4-Style AR platform rifles, replacement parts, and accessories for the U.S. Customs and Border Protection (CBP) and other Department of Homeland Security (DHS) components.

• Procurement of complete M4-Style AR platform rifles chambered in 5.56x45mm NATO.

• Provision of various configurations of complete rifles, complete upper and lower receiver assemblies, and individual parts.

• All parts and components must be available as individual contract line items in bulk or separately.

• Includes a comprehensive list of all parts comprising each complete rifle.

• Armorer training is required to ensure designated agency armorers achieve and maintain OEM Armorer Certification.

• Vendor must provide administrative and logistical support, including customer service, shipping, handling, and invoicing.

• All parts, assemblies, and complete rifles must be interchangeable with MILSPEC M4 Style AR platform rifles.

• Submissions must conform to specified technical requirements and applicable U.S. military specifications (e.g., MIL-DTL-71186B).

• Performance requirements include durability, reliability, corrosion resistance, and operational effectiveness.

• Rigorous quality control and assurance processes are mandated.

• Specific performance standards for accuracy, reliability/durability testing, and frangible ammunition compatibility are detailed.

• The contract will have a five (5) year ordering period from the date of award.

• Deliveries will be to addresses specified in a delivery location spreadsheet.

• Items are to be shipped FOB Destination.

• Compliance with Military Specifications (MILSPEC) is mandatory.

• Parts must be interchangeable with Colt brand M4A1 5.56mm Carbine components.

• Vendor must provide manufacturer's performance and technical specifications for required items.

• Applicable documents include CBP Use of Force Policy, ASTM E1444, and various US Army and DoD technical manuals and specifications.

• Optional items may include Personal Defense Weapons (PDWs), Ambidextrous Magazine Release, and Specialty Coated Bolt Carrier Group.
