Scope of Work
CBP requires complete M4-Style AR platform rifles, various configurations of complete upper and lower receiver assemblies, and individual parts. The scope includes providing all parts as individual contract line items, armorer training to achieve OEM Certification, and comprehensive administrative and logistical support (customer service, shipping, invoicing). This contract will augment and/or replace existing in-service, reserve, and training rifles, and supply parts for current inventory maintenance. Other Federal Government Agencies may also utilize this contract.
Contract Details
- Contract Type: Single Indefinite Delivery/Indefinite Quantity (IDIQ) with Firm Fixed Price (FFP) delivery orders.
- Period of Performance: A five-year ordering period from the date of award. Delivery orders may extend up to 12 months beyond the contract's period of performance.
- Minimum Guarantee: $10,000.00
- Maximum Amount: $49,900,000.00 (inclusive of all anticipated delivery orders).
Key Requirements
All parts, assemblies, and complete rifles must be interchangeable with MILSPEC M4 Style AR platform rifles, specifically Colt brand M4A1 5.56mm Carbine components. Submissions must conform to specified technical requirements and applicable U.S. military specifications (e.g., MIL-DTL-71186B). Rigorous testing is required, including function, interoperability, trigger pull, precision grouping, reliability/durability, and user interface assessment. Vendor must provide manufacturer's performance and technical specifications.
Submission & Evaluation

- Evaluation: Based on technical factors (non-price) and price, with technical factors being significantly more important. A multi-phase evaluation process (Pass/DQ, Score/DQ, down-select) will lead to an award for the Offeror representing the best value to the Government.
