Quick Summary
The Bureau of Land Management (BLM), Montana State Office, is soliciting quotes for the MBIC Boiler Replacement project at the Upper Missouri Breaks National Monument Interpretive Center in Fort Benton, Montana. This is a Total Small Business Set-Aside for the removal, disposal, and replacement of an existing boiler with a new, high-efficiency unit. Quotes are due by February 20, 2026.
Scope of Work
The project requires the contractor to provide all management, supervision, labor, supplies, materials, equipment, and tools for the complete removal and disposal of the existing Patterson Kelly MACH C-450 boiler and the installation of a new boiler. The new unit must have equivalent heating capacity, meet current LEED efficiencies and standards (specifically LEED v5 energy performance intent, exceeding ASHRAE 90.1 minimums, with 90%+ thermal efficiency preferred), and be capable of utilizing the existing exhaust vent system. The scope includes all necessary venting, water, gas, and condensate drain connections. A critical requirement is the integration of the new boiler into the existing Metasys Building Automation System, which must be subcontracted to Johnson Controls or an authorized representative for integration, programming, and commissioning. The new boiler's footprint and clearances must fit within the existing service space. All required testing, balancing, start-up, and commissioning must be performed in the presence of a Government engineer.

The Period of Performance is March 1, 2026, through May 1, 2026, with performance commencing upon contract award and acceptance of required documentation (no separate Notice to Proceed). Payment will be a lump sum covering all associated costs.
Submission & Evaluation
Quotes must be submitted via email to the Contracting Officer by February 20, 2026, at 1400 MS. Mailed or faxed quotes will not be accepted. All offerors must be actively registered in the System for Award Management (SAM).
