This document provides answers to vendor questions regarding the MBIC Boiler Replacement opportunity.

• Onsite Government Personnel: Government personnel will be available during normal business hours (7:45 a.m. to 4:30 p.m., excluding weekends and federal holidays). Work is not restricted to the COR's physical presence, but coordination is required.
• Period of Performance: The performance period is March 1, 2026, through May 1, 2026. No separate Notice to Proceed (NTP) will be issued; performance may begin upon contract award and acceptance of required documentation.
• Commissioning: Commissioning includes testing, balance, startup, and verification of functionality and controls performance in the presence of a Government engineer. A separate third-party commissioning contractor is not required, except for Metasys integration, programming, and commissioning, which must be performed by Johnson Controls International plc or an authorized representative.
• LEED Efficiency: The new boiler must meet the most recent LEED efficiencies and standards, aligning with the energy performance intent of LEED v5 and exceeding ASHRAE Standard 90.1 minimums. A high-efficiency condensing type with at least 90% thermal efficiency (95%+ preferred) is required.
• Site Visits: Site visits can be scheduled by coordinating with the Contracting Officer and MBIC personnel in advance during normal business hours.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide management, supervision, labor, supplies, materials, equipment, and tools for the removal, disposal, and replacement of the existing Patterson Kelly MACH C-450 boiler at the Bureau of Land Management (BLM) Upper Missouri Breaks National Monument Interpretive Center in Fort Benton, Montana.

• Boiler Replacement: Remove and dispose of the existing boiler and install a new boiler of equivalent heating capacity. The new boiler must meet current LEED efficiencies and standards and be capable of utilizing the existing exhaust vent system.

• Connections: Complete all necessary venting, water piping, gas piping, and condensate drain connections for the new unit.

• Integration: Integrate the new boiler into the existing Metasys Building Automation System using existing controls. This integration, programming, and commissioning must be subcontracted to Johnson Controls or an authorized representative.

• Constraints: The new boiler's footprint and clearances must fit within the existing service space, and its configuration must not exceed the capacities of existing gas piping, exhaust ventilation, combustion air, and hydronic piping.

• Start-up & Testing: Perform all required testing, balancing, start-up, and commissioning in the presence of a Government engineer, verifying the functionality and performance of the heating system and controls.

• Work must comply with the latest editions of NFPA 70 (NEC), IMC, IPC, and IFGC.

• All personnel must be experienced in HVAC work.

• The new boiler must meet current LEED efficiencies and standards.

• The worksite must be left in pristine condition.

• Period of Performance: 15 days from the Notice to Proceed.

• Place of Performance: Upper Missouri Breaks National Monument Interpretive Center, 701 7th Street, Fort Benton, Montana.

• Working Hours: 7:45 a.m. to 4:30 p.m., excluding weekends and federal holidays. The building will be occupied.

• Contractor Qualifications: Must be journeyman licensed in Montana for mechanical and electrical installations.

• Submittals: Equipment cutsheets, O&M literature, licenses, Fire & Safety Plan, daily diaries, and key personnel identification are required. Allow five (5) working days for submittal review.

• Materials: Contractor furnishes all labor, equipment, supervision, transportation, supplies, and materials.

• Disposal: All waste materials must be disposed of legally off-site.

• Pre-Work Conference: A mandatory meeting will be held prior to work commencement to review contract provisions.

• Payment: A lump sum payment covers all costs associated with the boiler removal, disposal, and replacement.
