The facility will include a single classroom and a weapons cleaning room, 360-degree ballistic containment, advanced 100% outside air (purge) ventilation, bullet traps, target systems, control rooms, and comprehensive acoustic treatments. The contractor is responsible for all aspects, including site civil preparation, engineering, offsite fabrication, logistics, onsite assembly, utility connections (including a dedicated transformer), foundation, and commissioning. Compliance with UFC 4-179-02 and all federal, state, and local codes is mandatory. The MFR must integrate with the Honeywell Niagara N4 Building Automation System (BAS). Notably, restrooms, break rooms, kitchenettes, exterior windows, and automatic sprinkler systems are not required.

Proposals must be submitted electronically by the deadline and include five volumes: Technical Approach, Relevant Organizational Experience, Past Performance (Volume II has a four-page limit, excluding resumes), Price, and Insurance/Bonds. A bid bond (20% of bid price, not exceeding $3 million) is required with the proposal, with 100% Performance and Payment bonds due post-award.
