Quick Summary
The U.S. Secret Service (USSS), under the Department of Homeland Security, has issued an amendment to a Combined Synopsis/Solicitation for a Firm Fixed Price design-build contract for a Modular Firing Range. This opportunity is a Total Small Business Set-Aside (FAR 19.5), seeking a qualified contractor to design, fabricate, and install a state-of-the-art training facility at the James J. Rowley Training Center (JJRTC) in Laurel, Maryland. Proposals are due by June 12, 2026, at 4:00 PM EST.
Project Scope
The project requires the design, fabrication, delivery, and assembly/installation of a single prefabricated Modular Firing Range (MFR). This indoor facility, approximately 19,800 square feet, will feature a 12-lane, 50-yard system, including a classroom and a weapons cleaning room. Key features include 360-degree ballistic containment, advanced ventilation (100% outside air preferred), bullet traps, target systems, control rooms, and comprehensive acoustic treatments. The contractor is responsible for all site civil preparation, utility connections, foundation work, and commissioning. A dedicated transformer must be provided, and the design must comply with all federal, state, and local codes, including UFC 4-179-02.
