Quick Summary
The U.S. Secret Service (USSS), under the Department of Homeland Security, is soliciting proposals for a Firm Fixed Price Design-Build contract for Modular Firing Ranges. This Total Small Business Set-Aside opportunity requires the design, fabrication, delivery, and installation of a state-of-the-art modular firing range at the James J. Rowley Training Center (JJRTC) in Laurel, Maryland. Proposals are due by June 12, 2026, at 4:00 PM EST.
Scope of Work
The project entails the design and construction of a single prefabricated Modular Firing Range (MFR) system, approximately 19,800 square feet, featuring two adjoining, open 12-lane, 50-yard ranges. The facility will include a single classroom and a weapons cleaning room, 360-degree ballistic containment, advanced 100% outside air (purge) ventilation, bullet traps, target systems, control rooms, and comprehensive acoustic treatments. The contractor is responsible for all aspects, including site civil preparation, engineering, offsite fabrication, logistics, onsite assembly, utility connections (including a dedicated transformer), foundation, and commissioning. Compliance with UFC 4-179-02 and all federal, state, and local codes is mandatory. The MFR must integrate with the Honeywell Niagara N4 Building Automation System (BAS).
