Submission Requirements
Offers must be submitted electronically via the DoD Safe site or email to the designated points of contact. All documents must be in .pdf format, with file titles including the volume number and offeror's CAGE code. Proposals must be structured into four parts:
- Cover Page
- Volume I - Price: Requires accession to contract terms, completion of SF1449, acknowledgment of amendments, and submission of Attachment Y (Pricing Discount Coefficient Table) and Attachment K (Common COCESS Items Price List). Bidders must use provided Excel spreadsheets and only fill in highlighted cells.
- Volume II - Technical: Must include a Store Management Plan and a Transition Plan. Proposals should provide rationale for meeting requirements, not just restate the SOW. Page limit: 10 pages per part.
- Volume III - Past Performance: Limited to two pages per contract. Offerors must submit information on no more than five recent and relevant contracts using Attachment W (Past Performance Information). Evaluation Criteria
