• The "Period of Performance" is updated to reflect a start date of 05/01/2026 and an end date of 04/30/2027.

Statement of Work (SOW) / Performance Work Statement (PWS)

To detail the requirements for port/agent services for the NOAA Ship Fairweather (FA) during its calls to the Port of Kodiak, Alaska, between September 19, 2026, and September 30, 2026.

Services required include:

• Moorage: Guarantee of approximately 300 linear feet of pier space, parking for 3 vehicles, and two large Yokohama fenders or equivalent. The ship must not relocate piers mid-stay. Preferred location is the City of Kodiak Pier, with specific designation to be finalized upon award.

• Line Handling: Provision of at least two able-bodied line handlers for arrival, departure, and potential interim shifts, with 24 hours' notice for scheduling.

• Garbage Hauling: Provision of a dumpster near the ship and hauling of garbage upon entry and before departure.

• Potable Water: Supply of up to 5,800 gallons per day via 1.5" or 2.0" NPT threads.

• Fueling: Ability to provide 20,000-30,000 gallons of fuel per port call, either by truck or fuel line.

• Loading Access: A pier capable of safely accommodating a truck for food stores and equipment loading.

• Bilge Water/Oil Residue Removal: Pump-out service available as needed (up to 900 gal each offload).

• Sewage/Black Water Pump-off: Capacity for up to 5,000 gallons per port call.

• Tug Services: Availability within one hour for docking assistance, if requested (one transit).

Services are to be performed according to the requirements outlined. Billing will be prorated based on actual use.

• Period: September 19, 2026, to September 30, 2026. Alternate dates may be up to two weeks before or after, or added for emergencies/weather. The Contracting Officer (KO) may cancel the contract without penalty due to unplanned operational requirements with 24 hours' notice.

• Place: Port of Kodiak, AK. Preferred location: City of Kodiak Pier.

• Ship Specifications: LOA: 231 ft, Beam: 42 ft, Draft: 16.5 ft, Gross Tonnage: 1591 T, Air Draft: 85 ft.
