- NOAA Ship Rainier: Pier berthing services in Kodiak, AK for three periods: August 4-8, 2026; August 27 - September 1, 2026; and September 14-18, 2026. Requires a singular berth for a 231 ft vessel with a 20 ft draft, potable water (2,000 gal/day), garbage disposal (10 cu yd dumpster), sewage disposal, and shore power.
- NOAA Ship Bell M. Shimada: Moorage services in Kodiak, AK for two periods: July 31 - August 5, 2026; and September 1-5, 2026. Requires a singular berth for a 209 ft vessel with a 20 ft draft, potable water (2,000 gal/day), garbage disposal (10 cu yd dumpster), sewage disposal, and shore power.
- NOAA Ship Fairweather: Port/agent services in Kodiak, AK from September 19-30, 2026. Requires approximately 300 linear feet of pier space, parking, line handling, garbage hauling, potable water (up to 5,800 gal/day), fueling capability (20,000-30,000 gal), and truck access for loading. Optional services include bilge water/oil residue removal, sewage/black water pump-off, and tug services.
Contract Details
- Type: Combined Synopsis/Solicitation (RFQ) for Commercial Items, resulting in a Firm Fixed-Price purchase order(s).

Evaluation Criteria
Quotes will be evaluated in accordance with FAR 52.212-2, based on a trade-off between Non-Price Technical Solution (Technical Approach and Past Performance) and Price. Non-Price Technical Solution is significantly more important than price, but price becomes more important if technical solutions are equal.
- Technical Approach and Capability: Assess understanding of SOW, experience, subcontractor details, on-site POC, and itemized quote.
- Past Performance: Requires at least two references from similar/relevant services within the past two years. Offerors must use the provided Past Performance Questionnaire and ensure references submit it directly to the Contracting Specialist.
- Price: Evaluated for completeness and reasonableness.

- Additional Documents: Acknowledge any amendments, provide a copy of Liability Insurance, and provide at least two references for similar jobs within the past three years.
- Confirmation: It is the contractor's responsibility to request and receive confirmation of quote receipt.
