Statement of Work (SOW) / Performance Work Statement (PWS)

To detail the requirements for port and agent services for the NOAA Ship Fairweather (FA) during its calls to the Port of Kodiak, Alaska, from March to November 2026.

This SOW outlines the necessary services for the NOAA Ship Fairweather while docked in Kodiak, AK. Key services include:

• Moorage: Guarantee of pier space (~300 linear feet) for the entire duration of the stay, with no mid-stay relocation except in emergencies. Parking for 3 vehicles near the ship and two large Yokohama fenders or equivalent are required.
• Line Handling: Provision of at least two able-bodied line handlers (bow and stern) for arrival, departure, and potential interim shifts. Services to be scheduled with 24 hours' notice.
• Garbage Hauling: A dumpster near the ship and hauling of garbage upon entry and before departure.
• Potable Water: Supply of up to 5,800 gallons per day via 1.5" or 2.0" NPT threads.
• Fueling: Ability to provide 20,000-30,000 gallons of fuel per port call, either by truck or fuel line.
• Vehicle Access: A pier capable of safely handling trucks for food stores and equipment loading directly to the ship.

Optional Services (require 24hr advance confirmation, not billed unless used):

• Bilge Water and Oil Residue Removal: Pump-off capability for up to 900 gallons per offload.
• Sewage/Black Water Pump-off: Capacity for up to 5,000 gallons per port call.
• Tug Services: Availability within one hour for docking assistance if requested.

Services are to be performed according to the requirements outlined. Billing will be prorated based on actual usage.

• Period of Performance: September 19, 2026, to September 30, 2026. Alternate dates may be up to two weeks before or after, or added for emergencies/weather. The Contracting Officer (KO) may cancel without penalty due to unplanned operational requirements with 24 hours' notice.

• Place of Performance: Port of Kodiak, AK. Preferred location is City of Kodiak Pier, with specific designation finalized upon award. Pier must meet security and depth requirements.

• Ship Specifications: LOA: 231 ft, Beam: 42 ft, Draft: 16.5 ft, Gross Tonnage: 1591 T, Air Draft: 85 ft.

• Provide a singular, stable moorage berth for the NOAA Ship Bell M. Shimada.

• The berth must accommodate a vessel length of 209 feet and a draft of 20 feet at Mean Lower Low Water (MLLW).

• The facility must allow for the use of security contract 1305M222FNMAN0014.

• Shore power must be billable to Marine Operations Center Pacific.

Wage Determination
