Statement of Work (SOW) / Performance Work Statement (PWS)

To design, equip, install, test, train, and document integrated physical security and life safety systems at the Washita Battlefield National Historic Site (WABA) Visitor Center and Administrative Building.

• Replace the existing fire alarm system with a code-compliant, non-proprietary system.

• Replace the existing intrusion alarm system with a fully operational, non-proprietary system.

• Replace the existing CCTV surveillance system with a modern digital system, including indoor/outdoor cameras and a Network Video Recorder (NVR) with at least 7 days of footage retention.

• Install a non-proprietary door access control system for four doors, including card readers, a standalone workstation, and software.

• Ensure all systems are installed according to code, tested, commissioned, and fully operational.

• Ensure all systems operate on a separate, isolated network.

• Maintain continuous Visitor Center operations during normal business hours (8:00 AM - 4:30 PM CST) throughout the installation.

• All work must comply with NPS, DOI, NFPA, and applicable codes.

• System design for fire alarm must be performed by a licensed Fire Protection Engineer, NICET Level III technician, or approved Fire Code Official.

• Systems must be Milestone compatible, NDAA Compliant, and use non-banned IP brand name Axis Communication cameras for CCTV.

• Access control software must manage up to 50 users.

• Warranty: One-year minimum on equipment and labor/installation, with 48-hour response for non-emergency issues.

• Work hours are Monday through Friday, 8:00 AM to 4:30 PM CST. Additional hours/weekend work may be approved.

• Location: Washita Battlefield National Historic Site, Cheyenne, Oklahoma.

• Compliance with NFPA 70, NFPA 72, IBC 2024, IFC 2024, NPS Director's Orders, DOI IT Security Standards, ADA, and NDAA Section 889(a)(1)(A).

• Contractor must provide site survey, permits, and coordinate with NPS IT, Fire Marshal, and Facility Management.

• Protect park visitors and property during work.

• A man lift may be needed for 30-foot ceilings.

• Removal and disposal of existing systems and debris.

• Provide on-site training for NPS personnel on system operation, programming, and troubleshooting.

This is a Request for Quotes (RFQ) for the replacement of fire alarm, intrusion alarm, closed-circuit television (CCTV) security systems, and electronic door access control systems at the Washita Battlefield National Historic Site Visitor Center and Administration Building.
