To implement a standardized physical access control system (PACS) consistent with the Software House CCURE 9000 platform at the Lee County Health Clinic (LCHC).

• Furnish and install all hardware, software, and associated components for a complete and operational Software House CCURE 9000 PACS.

• System must be compatible with CCURE 9000 and support PIV-compatible access control utilizing FIPS 201 approved components.

• Support both PIV credentials (13.56 MHz) and legacy proximity credentials (125 kHz).

• PIV credentials to be read via CHUID with FASC-N data; external validation services are not required.

• The system will be standalone but configured for future integration into the Bay Pines enterprise CCURE 9000 environment.

• Install and configure CCURE 9000 server, administration, and monitoring applications.

• Include a minimum of three workstations: one enrollment/badging (also monitoring) and two monitoring.

• Configure the system for full operational capability including credential management, access control, alarm monitoring, event reporting, and system administration.

• All users will be re-enrolled by the Government; migration of existing cardholder data is not required.

• Configure system database and implement backup functionality.

• Configure inputs/outputs, doors, access levels, and event monitoring, including door forced, door held open, and invalid credential access events.

• Label all system components according to Government-provided naming conventions.

• Create system maps within CCURE 9000 reflecting access-controlled doors and devices.

• Ensure system capability for integration with facility backup and recovery processes.

• Install hardware and materials as required for full system operation; existing hardware may be reused if it meets requirements and passes testing.

• Install all devices per original equipment manufacturer specifications.

• Test and verify all system components for proper installation, configuration, and operation.

• System equipment must be compatible with Software House CCURE 9000 and include network infrastructure, FIPS 201 compliant card readers, request-to-exit devices, and Software House ISTAR Ultra controllers.

• Replace network infrastructure older than 10 years; new network must support segmented operation, PoE, and sufficient capacity.

• Comprehensive testing and commissioning of the PACS system post-installation.

• Testing to be conducted in accordance with manufacturer requirements and this SOW.

• Door-level functional testing for each access-controlled door.
