Statement of Work (SOW) / Performance Work Statement (PWS)

To procure and install Brand Name Only Mecho window shades for the new Women's Clinic Building 80 at the Minneapolis VA Medical Center.

• Provide all labor, materials, equipment, transportation, and supervision for window shades and installation.

• Contractor shall provide technical assistance, development, and generation for final specifications.

• Coordinate and manage the installation of window shades.

• Field measure for correct sizing.

• Provide maintenance manuals for all products.

• Participate in a kickoff meeting within ten (10) days of task order issuance.

• Attend meetings with VA Interior Designer and End Users for revisions and punch list.

• Provide sample materials for awarded product (2-Day Delivery).

• Track manufacturing schedule and provide updates.

• Attend a post-installation meeting and submit a remediation plan.

• Provide 30 days free storage.

• Comply with local security policies and procedures.

• Ensure personnel present a professional appearance and are identifiable.

• Protect property, repair or replace damaged items, and maintain security of work areas.

• Provide floor protection and use rubber wheels on material handling equipment.

• Coordinate delivery and installation with the VA COR/POC, ensuring building readiness.

• Verify and inspect all items upon delivery, reporting deficiencies.

• Responsible for jobsite cleanliness, including trash removal and disposal.

• Final acceptance contingent on clean installation and debris removal.

• Shades must be free of scratches, mars, dents, or blemishes, and withstand staining, flaking, cracking, or loss of adhesion.

• Shades and valances must have smooth finishes with no hazardous projections or sharp corners.

• Specific product requirements include manual or electronic shades, minimum 25-year warranty for textile, 10-year warranty on hardware, self-lubricating, quiet, maintenance-free operation, fascia to conceal assembly, compliance with NFPA codes, trained and certified installers with minimum 10 years experience, 1-year installation warranty, various mounting options, T304 stainless steel manual drive chain, and specific colors/materials (Mecho ThermoVeil Color: 1724 Taupe for shades, Mecho Colonial White for hardware).

• Specific quantities and dimensions for shades in various rooms (Vestibule, Waiting Area, Lactation Room, Shared Medical, Consult Rooms, Patient Corridor, Offices, Break/Locker Room) are detailed.

• Installation is anticipated for end of February/early March 2026.

• Place of Performance: Minneapolis VA Health Care System, One Veterans Drive, Minneapolis MN 55417.

• Brand Name Only Mecho window shades.

• Installation services required.

• Waiting room shades prepped for electronic install.

• Contractor liable for incorrect field measurements.

• Product must not be placed into production without clearance from the VA COR.

• Orders shipped before VA Interior Designer's scheduled date will be refused; no storage room on site.

• Warranty period starts on the date of acceptance.

• Contractor to provide replacement parts/materials found defective during warranty period at no cost to the Government, including installation and travel.

• Response Date/Time: 02-27-2026 1:00 PM Central Time.

• Submission of Quotation: Emailed electronic copy in PDF or Excel format.

• Volume 1 (Technical): Manufacturer's product specifications, Bill of Materials per room, labor/installation hours, product literature, staffing plan, finish samples, warranty, self-certifying statement for deadlines.

• Volume 2 (Pricing): Price quote with separate line for labor/installation, Bill of Materials with subtotals tagged per room.

• Evaluation Criteria: Bill of Materials, cut sheets, labor/services appropriateness, project staffing plan, project management plan.
