• Shredded material must be rendered into small, unreadable, indecipherable, and irrecoverable forms.

• Off-site shredding facilities must destroy material by burning, mulching, pulping, shredding, or disintegrating.

• Recycling is acceptable if the process recycles material into new paper.

• NAID AAA Certification is required prior to contract award.

• Contractor must comply with all Federal, state, and local laws and regulations, including OSHA, EPA, Federal Privacy Act of 1974, NARA requirements, and CUI Notice 2019-03.

• Contractor must comply with Base Regulations, security, safety, traffic, and fire directives.

• All work must be performed by qualified, competent personnel.

• Material and equipment must be Trade Agreement Act (TAA) compliant.

• Contractor must provide documentation of total tonnage of paper material collected for environmental records with invoicing.

• Contractor must provide disposal tickets/slips for all debris removed from the base.

• Project Location: JBMDL, Lakehurst, NJ.

• Period of Performance: One base year of twelve (12) months with four (4) additional twelve-month option periods.

• Work Schedule: Typically 7:00 am to 9:00 am on pre-coordinated days, Monday through Friday, excluding Federal holidays. Work hours are subject to change.

• Base Entry: Contractor employees must obtain necessary passes and identification for entry to JBMDL. This includes vehicle registration, proof of insurance, driver's license, and picture ID.

• Security: Contractor personnel must adhere to JBMDL access control procedures and may not open or remove confidential documents from containers.

• Safety: Contractors must follow EM385 1-1, provide an accident prevention plan (APP) and activity hazard analysis (AHA), and comply with OSHA and other safety regulations.

• Environmental Compliance: Contractor is responsible for handling and disposal costs of all solid and hazardous wastes. Source separation of solid waste and recycling are required. Any hazardous material or chemical used or stored must be approved in writing by the CO.

• Confidentiality: Contractor must maintain confidentiality of all information in accordance with best industry practices and federal/state laws.

Questions & Answers / Clarifications

This document provides responses to vendor questions regarding the Quarterly Shredding requirements and other aspects of the solicitation.

• Quarterly Shredding Samples: Two shred samples are required per quarter: one collected on-site post-shredding and one from the off-site facility post-destruction. Samples must be sealed, dated, signed, certified, and delivered with the Monthly Status Report. This is now added to Block 16 of the CDRLs.
• Servicing Locations: Certain locations will have bins pre-positioned. The Statement of Work has been updated to clarify which locations will have pre-positioned bins.
• Scheduling Preference: Shredding services are preferred Monday through Thursday, excluding Federal holidays. The government's preferred start time is between 7:00 AM and 9:00 AM, but completion within those hours is not mandatory.
• Container Substitute: 65-gallon lockable containers are NOT an acceptable substitute for the required 95-gallon containers.
• Kick-Off Meeting: Attendance is recommended for the Prime Contractor and Subcontractor (if applicable). The meeting will occur after contract award.
• Disposal Ticket: The disposal ticket slip is equivalent to the certificate of destruction.
• Container Condition: Brand new containers are not required. Contractors must maintain containers in good working order, clean them, and provide replacements as needed.

Updates have been made to the Statement of Work and CDRLs attachment based on these clarifications. The document indicates that the tentative hours listed in Paragraph 15.0 of the SOW are subject to change based on base conditions.
