Quick Summary

The Air Force Installation and Mission Support Center (AFIMSC) has issued a Commercial Solutions Opening (CSO) under its Streamlining Procurement for Effective Execution & Delivery (SPEED) initiative. This blanket CSO seeks innovative commercial items, technologies, and services to address AFIMSC's requirements and capability gaps. The latest active call, "BRAC Innovative Approaches, Technologies and Methodologies (2608)", seeks solutions to enhance decision-making across the Base Realignment and Closure (BRAC) portfolio using advanced analytics, AI, and automation. Submissions for the BRAC AoI are due April 28, 2026.

Overall CSO Purpose & Scope

The SPEED CSO provides a streamlined acquisition process (DFARS Subpart 212.70, FAR Part 12 Commercial Item Procedures) to competitively procure innovative solutions. It functions as an "Open, Blanket CSO with Area of Interest (AoI) Calls," allowing AFIMSC components to post specific challenges. The overall CSO is open from September 1, 2025, to August 31, 2030.

Latest Active AoI: BRAC Innovative Approaches, Technologies and Methodologies (2608)

This AoI focuses on enhancing decision-making across the BRAC portfolio by addressing gaps in existing tools, particularly in advanced analytics (AI, machine learning) and automation. The goal is to enable more rapid, data-driven decisions for environmental cleanup, property transfer, post-transfer management, contract surveillance, planning, programming, budgeting, and execution (PPBE), and data/financial management.

Key Requirements: Solutions should provide intelligent information and decision dominance through data integration, AI-driven Administrative Record/Document Repository (AR/DR) management, centralized interactive dashboards, and advanced geospatial analytics. They should also support agile and predictive program management via AI-driven engines for acquisition processes, unified data platforms, continuous monitoring, and intelligent tools to augment personnel. Mission assurance and program optimization require continuous, automated analysis of BRAC environmental projects and a holistic view of the program. Strategic modernization includes transforming BRAC into a data-driven enterprise with an interactive, AI-powered Knowledge and Decision Support Engine.

Submission & Evaluation: A Spiral 1 Video Solutions Brief must be submitted via email. Instructions for submission are detailed in the main CSO document (FA890326SC001).

Deadline: Submissions for the BRAC AoI are due by 5:00 PM CDT on April 28, 2026.

General CSO Contract Details

Awards under this CSO will be fixed-price, potentially including fixed-price incentive fee contracts. The period of performance for individual awards will be specified in each AoI Call.

General CSO Submission & Evaluation Process

The CSO utilizes a multi-spiraled approach:

  • Spiral 1: Submission of a solution video (max 5 minutes, HD, .mp4, under 1.0 GB) or a written solution brief (max 5 pages or 15 slides). Submissions must define the problem, accelerate the mission, advance the state of the art, and describe the business model (no proprietary pricing).
  • Spiral 2: Presentation/Pitch/Demo to demonstrate technical and business viability, potentially including a Rough Order of Magnitude (ROM) price and notional schedule.
  • Spiral 3: Invitation to Propose (ItP) for a written proposal and negotiation. Spiral 1 submissions are evaluated based on responsiveness, technical merit, and price/affordability (ROM for briefs). Ratings include Highly Recommended, Selectable, or Not Selectable.

Eligibility / Set-Aside

This is a full and open acquisition, considering all interested vendors, including small businesses and non-traditional contractors. Companies must have a Unique Entity ID (UEI) and be registered in SAM.gov prior to award.
