General CSO Contract Details

General CSO Submission & Evaluation Process
The CSO utilizes a multi-spiraled approach:
- Spiral 1: Submission of a solution video (max 5 minutes, HD, .mp4, under 1.0 GB) or a written solution brief (max 5 pages or 15 slides). Submissions must define the problem, accelerate the mission, advance the state of the art, and describe the business model (no proprietary pricing).
- Spiral 2: Presentation/Pitch/Demo to demonstrate technical and business viability, potentially including a Rough Order of Magnitude (ROM) price and notional schedule.
- Spiral 3: Invitation to Propose (ItP) for a written proposal and negotiation. Spiral 1 submissions are evaluated based on responsiveness, technical merit, and price/affordability (ROM for briefs). Ratings include Highly Recommended, Selectable, or Not Selectable.
Eligibility / Set-Aside
This is a full and open acquisition, considering all interested vendors, including small businesses and non-traditional contractors. Companies must have a Unique Entity ID (UEI) and be registered in SAM.gov prior to award.
