This Area of Interest (Aol) seeks innovative solutions for a scalable, open architecture framework for autonomous beyond visual line of sight (BVLOS) operations of multiple unmanned systems. The goal is to provide end users with vital multi-domain operational mission data and capability to sense, make sense, and/or act through the AFIMSC SPEED Commercial Solutions Opening (CSO). This effort aims to modernize legacy operations and programs, enabling the use of responsible Artificial Intelligence (AI) capabilities.

• Integrated Planning & Coordination: Create a system for all USAF installation functional organizations, operators, airspace authorities, and unmanned assets (SUAS, ASV, UGV) to eliminate siloed execution and improve mission efficiency, safety, and compliance.

This document outlines a Commercial Solutions Opening (CSO) for the "Streamlining Procurement for Effective Execution & Delivery (SPEED)" initiative by the Department of the Air Force, Air Force Installation and Mission Support Center (AFIMSC). The CSO aims to competitively procure innovative commercial items, technologies, and services to fulfill requirements, close capability gaps, or provide technological advancements. • The CSO is an "Open, Blanket CSO with Area of Interest (AoI) Calls." AFIMSC components will post AoI Calls during the CSO Open Period.

• Submissions are processed in spirals:

  • Spiral 1: Submission of a solution video (max 5 minutes, HD 1920x1080, .mp4, under 1.0gb) or a written solution brief (max 5 pages or 15 slides). Submissions must define the problem, accelerate the mission, advance the state of the art, and describe the business model. No proprietary pricing is requested at this stage.
  • Spiral 2: Presentation/Pitch/Demo to demonstrate technical and business viability. May include a rough order of magnitude (ROM) price and notional schedule.
  • Spiral 3: Invitation to Propose (ItP) for a written proposal and negotiation of terms and conditions.

• Specific requirements for each AoI Call will be detailed in the Call itself.

• Contract type will be fixed-price, potentially including fixed-price incentive fee contracts.

• The CSO Open Period is from September 1, 2025, to August 31, 2030. The Ordering Period may extend up to 12 months beyond the CSO Open Period end date.
