• Award Structure: The resulting contract will be a single award, requiring all yearly volumes to be produced by the same vendor. A single vendor is also preferred for quality assurance, inspection, and witnessing.
• Material Sizing: Finer powder material is acceptable, provided it is less than 50 mm. Vendors should include specific sizing details in their proposals.
• Material Source: Award will be made in accordance with DFARS clause 252.225-7008, requiring nickel niobium to be melted or produced in the United States or its outlying areas. However, if DFARS-compliant material is unavailable, the government may consider offers of Brazilian material.

These clarifications do not appear to modify any stated requirements, due dates, or submission rules, but provide further detail on material sourcing, production, and sizing.

Statement of Work (SOW)

The objective of this procurement is to establish an indefinite delivery requirements type contract to allow the Defense Logistics Agency (DLA) to purchase nickel niobium alloy as needed over a five-year ordering period.

The contractor will provide management, services, personnel, and documentation for the supply of nickel niobium alloy. The maximum quantities to be purchased over five years are detailed, totaling 1,446,114.27 lbs.

• Alloy Specifications: Nickel niobium alloy must meet specific chemical composition limits (e.g., Nb 58-72%, Al max 1.5%, Fe max 0.6%).

• Physical Form: Material must be lump or flake, with dimensions under 50 mm, and a maximum of 10% retained on a sieve.

• Lot Size: Each lot must be approximately 19,000 kg, contained in 76 drums (approx. 250 kg per drum). Co-mingling of production lots is not permitted.

• Compliance: Material must be non-radioactive, non-licensable by the NRC, and contain less than 0.05% combined thorium and uranium.

• Sampling: Government will witness sampling. Contractors must submit a sampling plan with their proposal and provide 60 days' notice before sampling activities. Three equivalent samples are required per lot (contractor, government, third-party lab).

• Testing: An independent, ISO 17025 certified third-party laboratory must perform chemical characterization according to specified methods and instrumentation. A draft testing plan is due with the proposal, and a final plan within 10 business days of award.

• A COA must be provided with each production lot, submitted electronically in PDF format to the government for review and acceptance prior to shipping.

• The COA must certify material compliance with SOW specifications and include detailed analytical results, methodology, and laboratory information.

• Material must be packaged in new UN 1A2 compliant steel drums (55-gallon capacity), with specific requirements for drum construction, closure, and coating.

• Pallets must be new, hardwood, meeting specific dimensions and load capacity (ASTM D6199-18a, ISPM 15 compliant).

• All containers and ingots must be labeled with detailed information including commodity name, weight, lot number, contract number, and a 3D barcode.

• Contractor is responsible for transportation, carrier, and insurance to the DLA Strategic Materials Scotia Depot in Scotia, NY.

• Deliveries must be scheduled in writing with the Quality Assurance Specialist (QAS) at least 10 business days in advance, after COA acceptance.

• DLA will perform visual inspections. The government reserves the right to sample and test each lot.

• The QAS will provide written acceptance/rejection notification within 20 calendar days of delivery. Invoices can only be submitted after acceptance.

Estimated for one base year (Feb 16, 2026 – Feb 15, 2027) and four option years (ending Feb 15, 2031).

• Evaluation Criteria: Proposals will be evaluated using the Lowest Price Technically Acceptable (LPTA) process. Factors include technical approach (acceptable/unacceptable), past performance (acceptable/unacceptable), and cost/price (accuracy, fairness, reasonableness, completeness).

• Technical Evaluation: Focuses on compliance with solicitation instructions and SOW requirements, including draft sampling and test plans.

• Past Performance: Evaluated via CPARS and other government systems; neutral rating if no data exists.

• Pricing: Evaluated for accuracy, fairness, reasonableness, and completeness.

• Submission Format: Technical response limited to 10 pages. Price quote in Excel format using the provided CLIN Structure spreadsheet.

• This procurement is unrestricted.

• All responsible offerors (foreign and domestic) are encouraged to submit proposals.

• DFARS clause 252.225-7008 (Restriction on Acquisition of Specialty Metals) applies.

• Vendors are responsible for confirming quote receipt.

• Late quotes may not be considered.

  • Price: Evaluated for accuracy, fairness, reasonableness, and completeness. Pricing must be submitted in an unprotected Excel format using the attached CLIN structure spreadsheet with intact formulas and two decimal places for dollar values.

• Contract Type: Indefinite Delivery Requirements Type Contract (IDRTC).

• The government may use quote information from one factor to assess other factors.

• Discussions with vendors after proposal receipt are at the government's discretion.
