Statement of Work (SOW) / Performance Work Statement (PWS)

To remove an estimated 15,000 tons of concrete debris from the demolition of the former Treasure Lake Job Corp campus at the Wichita Mountains Wildlife Refuge, returning the area to a natural state.

• Furnish and provide all labor, personnel, supervision, equipment, transportation, tools, materials, operating supplies, and other necessary services for preparation, stockpiling, loading, truck hauling, crushing, and removal of designated concrete debris.

• Disposal of unrecyclable concrete debris.

• Level and grade the site to a natural state after debris removal.

• Contractor must provide a means to measure processed material output and may be required to process a provided quantity for verification.

• Base task: Removal of 15,000 tons of concrete debris.

• Option Tasks (subject to available funding and project needs, exercisable within 30 days after award):

  • Option Task 1: Additional 1,000 tons
  • Option Task 2: Additional 2,000 tons
  • Option Task 3: Additional 3,000 tons

• The contractor shall provide a means to measure processed material output.

• A provided quantity of material may be processed at the government's discretion to verify measurements.

• Place of Performance: Wichita Mountains Wildlife Refuge, Southeast Oklahoma (approx. 5.5 miles north and 0.5 miles east of Indiahoma, Oklahoma).

• Period of Performance: 180 days from award date.

• Hours of Operation: Sunrise to sunset, Sunday through Saturday.

• Site Visit: Mandatory visit available January 2, 2026 - January 12, 2026, 8:00 am - 4:00 pm. Contact Charles Peters to schedule.

• Supervision: Government will not exercise supervision or control over the contractor's services. Contractor is accountable to the Government.

• Security of Materials: Contractor may leave equipment/supplies on-site at their own risk. Contractor must provide and use their own locks for gated areas, double-locking them and not bypassing government locks. All gates must be locked at the end of the day.

• Weather Conditions: Work may be restricted due to heavy rain (undriveable roads) or extreme fire danger. Contractor will be informed of restrictions.

• Employee Facilities: Contractor must provide a portable toilet on site.

• Employee Safety: Contractor is responsible for a safety plan, emergency plan, safety briefings, and training, and ensuring proper personal protective equipment is used.

• Trash Pick-up: All trash, including fuel, hydraulic fluid, and oil containers, must be removed and disposed of according to state and local laws at the conclusion of operations.

Questions & Answers / Clarifications

This document provides answers to questions submitted by potential bidders regarding Solicitation #140FGA26Q0002 for Concrete Demolition Debris Removal. It serves as Amendment 1 to the solicitation.

• Bonding: A bid guarantee is required. Performance and payment bonds are required post-award.

• Debris Disposal: Concrete cannot be left on site. Disposal must comply with federal, state, and local laws. There are no government-designated disposal facilities; contractors will select their own.

• Material Composition: Piled concrete may contain rebar, tiles, porcelain, mesh, and building debris. ACM abatement was completed in 2022, and recent samples showed no hazardous materials.

• Recycling: Recycling of concrete debris and rebar is not required, but disposal must comply with all applicable laws.

• Site Restoration: Disturbed areas are to be rough graded to a natural state. Small debris (<6" diameter) is acceptable if it constitutes less than 20% of the surface in any square meter. No material should be buried to hide it.

• Weather Delays: Schedule relief may be granted for delays outside the contractor's control (e.g., weather, flood, fire danger) if not caused by poor planning.

• Weight Limits: The commercial vehicle weight limit on the road to the site will be waived.

• Ownership of Rebar/Scrap: Separated rebar and scrap metal become contractor property, and off-site recycling is permitted.

Amendment / Modification

This amendment (0001) to solicitation 140FGA26Q0002, effective 12/16/2025, makes the following changes:

• Answers all questions received in response to the solicitation. Refer to the attached Q&A. The deadline for questions has passed.

• Revises the Statement of Work (SOW) to require the contractor to have a portable toilet on site. Refer to the attached revised SOW.

• Trash Pick-up: All operational trash (fuel, hydraulic fluid, oil containers) must be removed and disposed of according to state and local laws.

• Debris Description: Primarily broken concrete (various sizes), brick, cinderblock, and rebar (3/8 to 3/4 inch diameter). Minimal wood and other trash. Ample space for operations is available.

Solicitation / RFP / RFQ

This solicitation is for Concrete Demolition Debris Removal services at the Wichita Mountains Wildlife Refuge in Southeast Oklahoma. The U.S. Fish and Wildlife Service (FWS) is the issuing agency.
