Scope of Work

Services include performing all planned maintenance per the Optos System Service Manual, repairing systems to a fully functioning state during emergency events (including parts), and providing necessary parts and operating software installations. The contractor must be authorized by Optos to provide these services and be available to service equipment in rural western Oklahoma. All parts, labor, travel, living expenses, and operating software are covered under the agreement. The vendor must also provide an online site for DOT manifest training and records. Service hours are Monday through Friday, 8:00 a.m. to 5:00 p.m., excluding Contractor Holidays, with an on-site technician required within 48 hours for service visits.

Evaluation and Submission
Award will be made to the responsible offeror whose quote is most advantageous to the Government, based on a Lowest Price Technically Acceptable (LPTA) approach. Evaluation factors include:
- Pricing: Cumulative total for all 5 years, compared against the government's independent cost estimate.
- Technical Capabilities: Assessed based on understanding of the Statement of Work and planned project execution. This includes providing on-site emergency and planned maintenance, repairing systems, providing a letter of consent from Optos, availability in rural western Oklahoma, and providing an online site for DOT manifest training.
