This amendment to Solicitation 140FS12600086, dated 04/15/2026, provides clarifications in the form of questions and answers.

• Questions and Answers:

  • Q: Regarding the replacement of Fan Coil One and Heat Pump 3, and the listing of Fan Coil One.
  • A: Fan Coil Unit (FCU)-1 is connected to an exterior condenser. Both the condenser and FCU-1 require replacement. The project scope includes replacing the condenser and Fan Coil associated with the EE Classroom. The condenser is 4 tons.
  • Accessibility: FCU-1 is located above the men's toilet room and is accessible via a 24" x 24" access panel in a drywall ceiling. The contractor is responsible for restoring any finishes related to the removal of the existing fan coil and the installation of the new fan coil.

• Offerors who have already submitted a quote are advised that they may revise and update their submission at any time up until the official closing date and time.

This is a Request for Quotation (RFQ) for a small business set-aside to replace the existing exterior HVAC condenser (HP-3) and interior fan coil (F-1) unit, including the thermostat, that provide heating and cooling for the Environmental Education Classroom W110 and adjacent rooms at the Tualatin River NWR Visitor Center in Sherwood, OR. The scope includes removal and disposal of existing equipment, and installation of a new, fully functional, manufacturer-warrantable HVAC system. The NAICS Code is 238220 - Plumbing, Heating, and Air-Conditioning Contractors.

• Two Alternates for Base Bid:

  • Alternate 1: Replace HVAC unit with SEER 16 rating or better, including a 10-year manufacturer's warranty on the unit and a variable speed compressor. Requires a programmable digital thermostat.
  • Alternate 2: Replace HVAC unit with SEER 17 rating or higher, including a 10-year manufacturer's warranty on the compressor. Requires a programmable digital thermostat.

• Contractor must be manufacturer certified for installation.

• Contractor is responsible for all utility connections (water, electrical, drain, controls, ductwork) and modifications for a fully functional system.

• Demonstration and training of new equipment, plus closeout documents.

• Provide a list of five companies within a 25-mile radius certified to maintain the installed equipment.

• Daily reports with photographs of work progress.

• Work to be completed within 60 calendar days of Notice to Proceed (NTP).

• Contractor shall perform all on-site work in 5 working days or less.

• Contract Type: Firm-fixed-price contract.

• Award Basis: Lowest Price Technically Acceptable (LPTA).

• Period of Performance: To be completed within 60 calendar days of NTP.

This amendment extends the solicitation dates and updates the Statement of Work (SOW). The updated SOW includes additional supporting materials such as photographs, floor plans, specific unit information, and other details related to the specifications. Additionally, this amendment establishes a designated date and time for the site visit.
