Statement of Work (SOW) / Performance Work Statement (PWS)

To demolish the existing Recreation Building and remove all salvageable materials from the Mt. LeConte Lodge area within the Great Smoky Mountains National Park.

• Deconstruction and demolition of the entire Recreation Building and its associated features.

• Removal of all demolished materials and debris off-site to an acceptable landfill or recycling center.

• Salvage and stockpile specific materials on-site as directed by the COR, including:

  • Approximately 900 sq ft of interior wooden tongue & groove boards.
  • Three (3) waterless urinals.
  • Approximately 30 linear feet of copper piping.
  • Two (2) Kwikset Door Handle/Dead Bolt sets.
  • Approximately 800 cubic feet of stone foundation material.

• Final site condition to be graded to provide an even surface, free of irregular changes, with positive drainage, and seeded.

• Location: Mt. LeConte Lodge Area, Great Smoky Mountains National Park, Sevier County, TN.

• Access is limited to foot travel via trails or airlift operations.

• The LeConte Lodge is closed from November 25, 2025, to March 23, 2026. Demolition activities must coordinate with the Lodge's operation schedule for the 2026 season.

• The scope of work is anticipated to take 4 weeks to complete.

• All work and lodging vacated by August 1, 2026.

• Contractor is responsible for procuring airlift services and conforming to all applicable regulations (FAA, HAZMAT).

• A Special Use Permit (SUP) with an aviation plan is required for airlift operations.

• Contractor must provide all materials, equipment, labor, and incidentals.

• No government-furnished property, materials, or supplies, except for NPS lodging.

• Business hours for deliveries and unloading are 7:30 AM to 5:00 PM, Monday-Friday, excluding weekends and Federal holidays.

• On-site work hours will vary and must be coordinated with the COR.

• Traffic control is required along Hwy 441 at the trailhead and Newfound Gap Overlook.

• Strict adherence to safety and environmental regulations (OSHA, EPA) is required.
