Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for replacing three (3) existing curb-mounted rooftop units (RTUs) at the U.S. Embassy Compound in Paramaribo, Suriname. The RTUs serve the warehouse, workshop, and gym facilities.

• Removal and proper disposal of three (3) existing RTUs and associated materials.

• Installation of three (3) new, like-for-like RTUs, fitting onto existing curbs.

• Modifications to building roofing/flashing, electrical, and HVAC systems as necessary.

• Provision of new electrical disconnects, thermostats, canvas/flex connections, p-traps, and local condensate piping.

• Integration with existing ductwork and electrical distribution panels.

• New RTUs must be connectable to a building automation system (BAS) and have remote control/monitoring panels.

• Includes rigging, ductwork, piping, controls wiring, mechanical, electrical, carpentry, roofing/flashing, and painting.

• Test, Adjust, and Balance (TAB), and factory representative start-up are required.

• New RTUs must be powder-painted steel casing certified at 1,000 hours salt spray test (ASTM B-117).

• Equipment weight must not exceed existing equipment weight or live load requirements.

• RTUs must be Constant Volume and have adjustable barometric relief for space pressurization control.

• Outdoor air dampers must open to the balanced set point during occupied hours and close during unoccupied hours.

• New RTUs must have a 12-month limited warranty on the complete unit and a five-year warranty on compressors and electric heater elements.

• Contractor must provide formal training on preventive maintenance and operations/maintenance manuals for the new equipment.

• The work will be performed at the U.S. Embassy Compound in Paramaribo, Suriname.

• The project schedule will be provided during the pre-bid walkthrough.

• New equipment installation and commissioning must be completed within 2 months after arrival at post.

• Contractor shall start work within 14 days of Notice to Proceed.

• Fixed-price contract.

• Contractor is responsible for all safety measures, including providing Personal Protective Equipment (PPE).

• A Project Superintendent with a minimum of 5 years of experience is required.

• Contractor must submit a hazard control measure plan and a detailed construction schedule.

• Submittals for new equipment, materials, and chemicals are required.

• Contractor must comply with all applicable Building Codes (IBC, IMC, IPC, NEC) and OBO standards.

• Contractor must ensure proper disposal of all debris and hazardous materials according to local laws and regulations.

• Access to water and electricity on site will be provided; limited storage will be available.

• Contractor must provide a warranty for a period of twelve months at no cost to the Embassy.

• Coordination meetings (Pre-Construction and weekly Construction Coordination) are required.

Solicitation / RFP / RFQ

This is a pre-solicitation notice for engineering and construction services to replace three (3) curb-mounted roof top units (RTUs) at the U.S. Embassy in Paramaribo, Suriname. The RTUs are located on the warehouse, workshop, and gym buildings.

• Removal and disposal of existing RTUs.

• Installation of new RTUs on existing curbs.

• Necessary modifications to roofing/flashing, electrical, and HVAC systems.

• Furnishing services under task orders.

• Contract type: Firm Fixed Price.

• The resultant contract will be awarded based on the initial offer without discussion.

• The solicitation will be launched on SAM.gov when available.

• A pre-quotation conference is planned; the date will be provided in the solicitation.

• Electronic submissions are allowed, with a maximum email size of 30MB.

• All contractors must be registered in the System for Award Management (SAM) database prior to submitting an offer.

• Prospective offerors are encouraged to register in SAM early.
