Scope of Work

The contractor will be responsible for the removal and proper disposal of three existing RTUs and associated materials, followed by the installation of three new, like-for-like RTUs designed to fit existing curbs. The scope includes modifications to building roofing/flashing, electrical, and HVAC systems, as well as providing new electrical disconnects, thermostats, canvas/flex connections, p-traps, and local condensate piping. New RTUs must integrate with existing ductwork and electrical distribution panels, be connectable to a Building Automation System (BAS), and feature remote control/monitoring panels. The work encompasses rigging, ductwork, piping, controls wiring, mechanical, electrical, carpentry, roofing/flashing, and painting. Test, Adjust, and Balance (TAB), along with factory representative start-up, are required.

Contract Details

This is a Firm Fixed-Price contract. Services will be furnished under task orders issued by the Contracting Officer. There is no set-aside designated for this opportunity. The place of performance is the U.S. Embassy Compound in Paramaribo, Suriname. New equipment installation and commissioning must be completed within two months after arrival at post, with work commencing within 14 days of the Notice to Proceed. The contractor must provide a 12-month limited warranty on the complete unit and a five-year warranty on compressors and electric heater elements.

Key Requirements & Standards

New RTUs must feature powder-painted steel casing certified at 1,000 hours salt spray (ASTM B-117) and their weight must not exceed existing equipment or live load requirements. They must be Constant Volume with adjustable barometric relief for space pressurization control. Outdoor air dampers must operate based on occupancy. The contractor is responsible for all safety measures, including providing Personal Protective Equipment (PPE), and must employ a Project Superintendent with a minimum of 5 years of experience. Compliance with applicable Building Codes (IBC, IMC, IPC, NEC) and OBO standards is mandatory. Formal training on preventive maintenance and operations/maintenance manuals are required.

The resultant contract will be awarded based on the initial offer without discussion. Electronic submissions are permitted, with a maximum email size of 30MB.
