Statement of Work (SOW) / Performance Work Statement (PWS)

To provide 24-hour state-certified paramedic level emergency response and patient transport services for all personnel on Tinker AFB, including off-base facilities and flight line response.

• Provide 24-hour emergency response and patient transport services.

• Respond to emergencies within 12 minutes at the 90th percentile for the initial arriving unit.

• Cover specified on-base and off-base facilities.

• Furnish all labor, management, supervision, vehicles, supplies, equipment, and transportation.

• Provide interfacility transportation from Base Outpatient Clinic to receiving hospital.

• Ensure qualified back-up paramedics are available for scheduled and unscheduled absences.

• Participate in flight line hazard or mishap response planning.

• Provide back-up ambulance support during responses/transports.

• Submit pre-hospital protocols as part of the proposal.

• Prepare all documentation to meet or exceed established standards, including run sheets and DD Form 2569 Third Party Collections.

• Treat patient information as privileged and comply with HIPAA.

• Support special events, such as the Air Show, with primary medical response and transport.

• Response time of 12 minutes at the 90th percentile for the initial arriving unit.

• 100% compliance for service provision, documentation, and replacement staff arrangements.

• 90% compliance for ambulance response time.

• Compliance with current BLS, ACLS, and NREMT Paramedic certification, physical examinations, and immunizations.

• 24 hours per day, seven days per week, including federal holidays and weekends.

• Tinker AFB, Oklahoma, and specified off-base facilities.

• Contractor personnel must possess valid EMT-Paramedic licenses and a minimum of six months of experience.

• Personnel must have completed required EMT-paramedic courses and continuing medical education.

• Personnel must have current immunizations and pass a medical evaluation.

• Contractor must have a security background check and obtain identification credentials for base access.

• Develop and maintain a quality control program.

• Comply with all applicable federal, state, and local laws, regulations, and requirements regarding environmental protection and occupational safety and health.

• Provide a written plan for continuation of essential services during crisis.

• Implement key control procedures.

• Comply with HIPAA Privacy and Security regulations.

Performance Work Statement (PWS)

To provide 24-hour state-certified paramedic level emergency response and patient transport services for all personnel on Tinker AFB, with a response time of 12 minutes at the 90th percentile for the initial arriving unit. This includes response to various off-base facilities and after-hours flight line emergencies.

• Furnish all labor, management, supervision, vehicles, supplies, equipment, transportation, and reports, except for Government-furnished property and services.

• Provide interfacility transportation from Base Outpatient Clinics to receiving hospitals.

• Cover the range of paramedic and ambulance services provided in the local community.

• Participate in flight line hazard or mishap response planning and provide back-up ambulance support.

• Maintain continuity of services by ensuring qualified back-up paramedics are available.

• Submit a Process Improvement Plan quarterly.

• Provide primary medical response, transport, and triage/rehabilitation for special events like the Air Show, including additional personnel and transport units.

• Response time: 12 minutes at the 90th percentile for the initial arriving unit.

• Documentation: Run sheets and DD Form 2569 must meet MTF standards for timeliness, legibility, accuracy, content, and signature.

• Staffing: Continuous 24-hour coverage with fully certified paramedics.

• Certifications: Current BLS, ACLS, and NREMT Paramedic certification required.

• Health: Current immunizations and physical examinations required.

• Quality Control: Maintain a quality control program and submit a Process Improvement Plan quarterly.

• 24 hours per day, seven days per week, including federal holidays and weekends.

• Tinker AFB, Oklahoma, and specified off-base facilities.

• Contractor personnel must be fluent in English, conduct themselves professionally, and wear appropriate attire.

• Provide a Contract Manager and alternate(s) with full authority.

• Maintain adequate liability insurance, including malpractice insurance.

• Comply with HIPAA regulations for Protected Health Information (PHI).

• Employees must pass security background checks and obtain required identification credentials (DBIDS).

• Adhere to environmental protection, safety, and hazardous material regulations.

• Participate in flight line FOD/DOP training and comply with relevant AFI and TAFBI instructions.

• Provide a written plan for continued support during a crisis.

• Maintain key control procedures.

• Support special events, including the Air Show, with additional personnel and specialized support.

• Living and operating facilities, including furnishings.

• Required Government forms and publications.

• Three (3) Hand-held Portable Land Mobile Radios (LMRs).

• Defense Biometrics Identification System (DBIDS) for base access.

• Housekeeping, refuse collection, real property maintenance, general on-base fire protection, and security police services.

• Access to equipment and adequate workspace.
