Scope of Work
The project involves the replacement of the entire paved area, originally installed in 1995. Key tasks include full-depth sawcuts, removal and disposal of existing pavement and base material, reworking the subgrade to Tennessee Department of Transportation (TDOT) standards, placing and compacting crushed stone base, applying tack coat, and placing a Hot Mix Asphalt Concrete (HMAC) surface. Crack cleaning and sealing are also required. The scope now explicitly includes restriping the new pavement with acrylic paint to match existing markings. A fog seal is not required. The intent is to preserve the subgrade where feasible and replace where necessary to ensure proper drainage and prevent premature deterioration.
The project is expected to be completed in three phases: front parking area, side driveway, and rear paved area, to minimize operational impact. The entire project must be completed no later than August 30, 2026. All materials and workmanship must comply with the latest edition of TDOT's "Standard Specifications for Road and Bridge Construction."
Contract & Timeline
This is a Combined Synopsis/Solicitation issued as a Request for Quotations (RFQ), with an anticipated Firm-Fixed-Price contract award on Standard Form 1442. The estimated magnitude is between $500,000 and $1M. While separate bids are requested for each phase, a lump sum award is anticipated. Federal Construction Wage Rates for Shelby County (Attachment 3) must be adhered to. USDA is exempt from sales tax.

Submission & Evaluation
Quotes must be submitted to james.g.roloff@usda.gov. The complete quote package must include the RFQ page, demonstration of relevant experience, and past performance information. Evaluation will follow a Lowest Price Technically Acceptable (LPTA) approach. Only the lowest-priced quote will be evaluated for technical acceptability, which is based on relevant experience with similar paving work. Past performance will be assessed based on contractor reputation and adherence to schedules. The government intends to award without negotiations; omissions may result in technical unacceptability.
