• Anticipated Timeline: One Year (12 Month) Base, Four Option Years (48 Months)
• Customer: AFLCMC/LZP-Robins
• Scope of Work: Support for product data systems and processes including management, conversion, capture, storage, maintenance, retrieval, electronic distribution, transformation, and editorial processes. This includes managing approximately 75,000 active Technical Order (TO) documents/increments, 8 million pages, 17 million engineering data images, 1 million CAD/CAM model files, and 5 million part indenture configurations.
• Required Technical Support: System architect, system administration, database management, development and execution of system and data migration/transformation processes, and ensuring system and data contingency infrastructure.
• Capability Survey: Contractors are instructed to provide documentation supporting their capabilities. Specific questions are provided in Part II of the document to guide responses, covering areas such as past experience with enterprise information systems, data center optimization, backup solutions, system availability, COTS PLM and CAD software, software development, data management, cybersecurity requirements, and more.

This document is a request for information (RFI) to gauge industry capabilities. It outlines the anticipated timeline (One Year Base, Four Option Years) and the general nature of the support required, which includes managing and sustaining hardware and software, developing and executing data migration/transformation processes, supporting data standards transitions, and establishing relationships between various product data types. Bidders are instructed to submit a Contractor Capability Survey detailing their company's experience and capabilities. Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the services required to support the Department of the Air Force (DAF) Product Data Systems Support (PDSS) at Robins Air Force Base. The primary goal is to provide systems management, data management, and enterprise migration and sustainment support for highly specialized technical services related to product data systems and infrastructure.

The contractor will be responsible for:

• Operating and maintaining Robins AFB product data hardware and software.

• Assisting Government customers in managing and executing technical data generation, acceptance, and sustainment activities.

• Supporting data improvement, cleansing, and migration efforts for modernization and transition to DAF enterprise-level systems.

• Managing and maintaining the PDSS infrastructure, including systems for development, management, storage, publication, and distribution of DAF product and technical data.

• Providing technical support for various systems including TD-PDM, TOAP, and STOR.

• Ensuring system availability, cybersecurity compliance, and secure technical implementation.

• Maintaining software licensing compliance and viable system/data backups.

• Managing Government Furnished Property (GFP).

• Providing system user training.

• Supporting production publishing.

• Implementing and supporting Content Management Systems.

• Providing S1000D specification data capabilities.

• Offering Subject Matter Expert (SME) support.

• Executing digital data strategies, transformation, and migration.

• Ensuring product/technical data quality assurance and data loading.

• Managing and sustaining enterprise-level capabilities and data support.

• Preparing and maintaining documentation.

• Managing project schedules and expenditures.

• Adhering to data rights and security requirements.

• Maintain system uptime rate of 98.5% or higher monthly.

• Submit required RMF documentation updates within specified timeframes.

• Review and implement Secure Technical Implementation Guidelines (STIGs) within 30 days of release.

• Provide notification of illegal software products within 30 days of identification.

• Ensure execution and validity of backup routines at 100%.

• Complete delivery of PDF quality assurance data within seven (7) working days of receipt (routine) or three (3) working days (urgent/emergency).

• Ensure accuracy of processed IPB part data at 98%.

• Correct identified deficiencies or required updates within 15 working days.

• Period of Performance: January 14, 2026, through July 13, 2027.

• Place of Performance: Robins Air Force Base.

• Compliance with security regulations, including OPSEC, COMSEC, and security clearances.

• Adherence to environmental management requirements.

• Compliance with agency affirmative procurement programs.

• Strict adherence to safety requirements.
