Scope of Work

The requirement is for a comprehensive, turnkey solution to replace and upgrade existing PACS and IDS at USASA-Belvoir. This includes the installation, reconfiguration, and testing of a Stand Alone Security Management System (SMS) DAQ Access Control System (ACS) across twelve (12) doors (five external with 1800lbs magnetic locks and seven internal with 1200lbs magnetic locks). The scope covers decommissioning legacy hardware, installing new components (control panels, servers, workstations, readers, door hardware, intrusion sensors, cabling), full system integration, commissioning, exhaustive testing, comprehensive training for administrators and operators, and complete system documentation. A one-year technical support period with a 24-hour response time is also required.

Key Requirements & Compliance

The system must be rated for an NC3 environment, demanding the highest levels of security, reliability, and compliance with DoD Directive 5200.08-R, NIST SP 800-53, FIPS 201, and HSPD-12. Proximity Card Readers must be compatible with CAC/PIV. Multi-Factor Authentication (MFA) supporting smart card/PIN is mandatory, with future biometric integration. Hardware must be tamper-resistant, communications encrypted with AES 256-bit, and secure credential storage used. Installation requires rigid metal conduit for primary security cabling; wire trays/J-hooks are not to be priced. The control computer will be in the Security Office. Training is required for 5 DACs and 3 soldiers on the DAQ system using a "train the trainer" methodology. This is a Brand Name Justification for DAQ PACS and IDS equipment; offerors must be Authorized Channel Partners/Sellers.

Contract Details

This is a Firm Fixed Price (FFP) commercial service contract. The period of performance includes a base year (May 4, 2026 - May 3, 2027) for installation and commissioning, plus three option years for maintenance services, and an additional 6-month option to extend services. The NAICS code is 561621 (Security Systems Services) with a size standard of $25.0 Million. Place of performance is USASA Ft. Belvoir – Earth Terminal Complex, Fort Belvoir, VA.

Submission & Evaluation

Award will be made on a Lowest Priced Technically Acceptable (LPTA) basis. Offerors must complete specific blocks on the SF1449, include all pricing and applicable taxes for Contract Line-Item Numbers (CLINs), provide delivery lead-time, and submit a detailed narrative of the proposed solution.
