Questions & Answers / Clarifications

This document provides responses to vendor questions regarding the Physical Access Control System (PACS) and Intrusion Detection System (IDS) Upgrade for the United States Army Signal Activity (USASA)-Belvoir, under Solicitation No. W91RUS26QA026.

• Cabling Conduit: For high-security environments like Nuclear Command, Control, and Communications (NC3) facilities, rigid metal conduit is required for primary security cabling. Flexible conduit is generally prohibited due to tampering and damage risks. Rigid conduit is specified for NC3 facilities, with potential use of pre-existing infrastructure and no need for wire trays.
• Wire Trays/J-Hooks: Bidders should not price wire trays or J-hooks.
• Control Computer Location: The control computer will be housed in the Security Office.
• Training Personnel: A minimum of 5 DACs and 3 soldiers require training as system administrators on the DAQ system. The vendor must be certified on the system, and a "train the trainer" methodology will be used.
• User Authentication: The system will utilize CAC cards for all users.
• Prox Cards: No existing prox cards will be reused or provided for non-CAC holders.

This document is a Brand Name Justification for procuring supplies and services for a Physical Access Control System (PACS) and Intrusion Detection System (IDS) Upgrade for the United States Army Signal Activity (USASA) at Fort Belvoir, Virginia. The anticipated contract type is Firm-Fixed Price, with funding for Fiscal Year 26.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for a non-personnel services contract to provide a full-scope, turnkey solution for the replacement, installation, configuration, and commissioning of the United States Army Signal Activity (USASA)-Belvoir's existing Physical Access Control System (PACS) and Intrusion Detection System (IDS). The system must be rated for a Nuclear Command, Control, and Communications (NC3) environment and comply with all current Department of Defense (DoD), Federal, and Army regulations.

• Install, reconfigure, and test a turn-key Stand Alone Security Management System (SMS) DAQ Access Control System (ACS).

• The system will cover twelve (12) doors: five (5) external doors requiring 1800lbs magnetic locks and seven (7) internal doors requiring 1200lbs magnetic locks.

• Proximity Card Readers must be compatible with CAC/PIV and comply with FIPS-201 and HSPD-12, supporting both proximity and CAC/PIV cards.

• Includes decommissioning and removal of legacy PACS and IDS hardware.

• Installation of new components: control panels, servers, workstations, access control readers, door hardware, intrusion sensors, and associated cabling.

• Authentication: Must enforce Multi-Factor Authentication (MFA), supporting smart card (PIV/CAC), PIN, and future biometric integration.

Solicitation / RFP / RFQ

This solicitation is for the modernization of Physical Access Control Systems (PACS) and Intrusion Detection Systems (IDS). The acquisition is set aside for Small Business.

• Procurement of "Brand Name" DAQ PACS and IDS equipment only. No remanufactured or "gray market" items.

• All items must be covered by the manufacturer's warranty.

• Offerors quoting Manufacturer brand equipment must certify they are an Authorized Channel Partner/Seller.

• Products must be new and in original packaging.

• If software is included, a copy of the End User License Agreement must be provided.

• Compliance with FAR Provision 52.240-90 (Security Prohibitions and Exclusions Representations and Certifications), FAR Provision 52.240-91 (Security Prohibitions and Exclusions), and FAR Provision 52.240-92 (Security Requirements) is required.

• Payment will be made using Wide Area Workflow (WAWF).

• The contract includes a base year and option years for maintenance.
