Quick Summary

The Department of the Air Force, specifically the 22d Civil Engineer Squadron (CES) at McConnell Air Force Base, KS, is soliciting quotes for the replacement of an inbound traffic vehicle gate at the base Petroleum, Oils, and Lubricants (POL) area. This is a Total Small Business Set-Aside opportunity. The project involves removing the existing gate and installing a new aluminum vehicle gate system, including new hardware and photo-eye safety systems, integrated with the existing gate operator. Quotes are due May 7, 2026, at 1:00 PM CST.

Scope of Work

The contractor shall provide all necessary personnel, equipment, tools, materials, and supervision for the complete removal, disposal, and replacement of the inbound POL gate. Key tasks include:

  • Removal and proper disposal of the existing gate.
  • Fabrication and installation of a new powder-coated aluminum gate, matching the design and material specifications detailed in Attachment 1.
  • Furnishing and installing new heavy-duty gate hardware (rollers, guides, stops).
  • Integrating the new gate, rail, and safety systems with the existing government-owned gate operator.
  • Replacing the existing gate operator rail.
  • Installing one additional set of UL325 Thru Beam Photoeyes (or approved equal) approximately 24 inches above existing photo-eyes.
  • Fabricating and installing new horizontal square tubing for crash deterrent cabling, which the Government will install.
  • Restoring any fence sections removed for new hardware installation to original structural integrity.

Award will be made to the technically acceptable offeror who submits the lowest-priced bid and can meet the lead time requirements. Evaluation factors include:

  • Technical Acceptance: Evaluated on an "Acceptable" or "Unacceptable" basis, requiring demonstration of understanding and capability to meet all Statement of Need (SoN) requirements.
  • Price: Total firm-fixed-price for all parts, materials, equipment, labor, and services, evaluated for fairness and reasonableness.
  • Lead Time: Total project completion time (material delivery and removal/installation) must be no later than 90 calendar days from the date of contract award. Lead times exceeding 90 days are unacceptable.

Site Visit & Base Access

A pre-proposal site visit was scheduled for April 29, 2026. Contractors requiring base access must submit a "McConnell Short Term Pass Request" form. This form requires visitor and sponsor information and must be emailed encrypted to 22sfs.s5pv.officialpasses@us.af.mil for contractors/vendors. Incomplete requests or those without 24 hours advance notice will not be processed. Contractors/vendors using company vehicles must use the WEST/CVI gate.

Clarifications & Amendments

Recent amendments and Q&A from the site visit clarify several points:

  • The existing gate is a Centurion brand.
  • Modifying the gate with horizontal cabling and square tubing will not void the manufacturer's warranty, and the OEM will provide the necessary tubing.
  • While a 3-inch maximum clearance at the bottom of the gate is required, bidders should make every effort to close the existing gap without compromising gate operation, acknowledging potential site conditions.
  • The solicitation incorporates Contractor Access to Department of the Air Force Installations requirements and updated Ombudsman contact information.
