Statement of Work (SOW) / Performance Work Statement (PWS)

To provide greywater disposal and chemical latrine services for the Minnesota Army National Guard at Camp Ripley Training Center and Arden Hills Army Training Site.

• Greywater Services: Pumping and environmentally sound disposal of greywater from designated locations at Camp Ripley. This includes servicing up to eight (8) greywater tanks daily during peak season (May-September), with urgent requests requiring service within 12 hours and routine services scheduled by the COR. Disposal must occur at Government-provided facilities. The contractor must also have the capability to rent 300-gallon and 1,000-gallon greywater storage tanks.

• Chemical Latrine Services: Providing, placing, and maintaining portable chemical latrines that are sanitary, fully functional, and consistently supplied. This includes managing, moving, and servicing up to 600 portable latrines daily during peak season. Services include "Clean and Move," "Service in Place" (winter and summer), and "Delivery and Pickup" (winter and summer). Latrines must be stocked with toilet paper and hand sanitizer, and deodorizing chemicals must be phosphorous-free, formaldehyde-free, and clear in color. Urgent latrine delivery/placement is required within 1-2 hours, and tipped latrines must be serviced within 4 hours.

• Greywater: 98% on-time completion for urgent services, 95% for routine services. 95% of tanks pumped to capacity. All services performed without spills or leaks; spills must be remediated at contractor's expense.

• Chemical Latrines: 95% of inspected latrines meet sanitation and supply standards. 98% on-time fulfillment for urgent requests. 95% of latrines placed at correct coordinates. 98% of tipped latrines serviced within 4 hours.

• Reporting: Accurate dumping logs and detailed monthly reports are required.

• Period of Performance: One Base Year of 12 months, with four optional 12-month ordering periods.

• Place of Performance: Camp Ripley Training Center, Little Falls, MN, and Arden Hills Army Training Site, Arden Hills, MN.

• Hours of Service: Monday through Friday, 0700 to 1630, with additional services on weekends as needed during peak season.

• Government Furnished: Workspace, area for latrine storage (up to 500), and a location for pump truck storage at Camp Ripley. Waste dumping facilities at Camp Ripley.

• Training: Employees must complete Awareness Training (Level 1), iWATCH Training, and OPSEC Training within specified timeframes.

• Quality Control: Contractor must develop and maintain an effective Quality Control Plan (QCP).

• Reporting: Monthly reports on greywater dumping and latrine services are required. A detailed monthly latrine report is also required.

• Organizational Conflicts of Interest (OCI): Contractor must notify the KO of any potential OCI and submit a mitigation plan.

• Combating Trafficking in Persons: Zero-tolerance policy applies.
