Submission & Evaluation
Proposals must be submitted electronically to kyle.cole@gsa.gov. The procurement method follows FAR Part 15.1, utilizing an LPTA selection process. Technical responses will be evaluated on three factors: Experience on Similar Projects, Past Performance, and Staffing Plan. These factors are acceptable/unacceptable and are considered equal in importance. If a vendor receives an unacceptable rating on any of these, they will receive no further consideration. All technical evaluation factors, when combined, are significantly more important than price. A bid guarantee is required, and performance and payment bonds will be required after award.
Important Notes
Offerors must complete Attachment 10, "Safeguarding and Dissemination of Controlled Unclassified Information (CUI) Building Information," to receive the Specifications and Drawings. All firms must be registered in SAM.gov to receive an award. Amendment #1 incorporated RFI responses and the site visit sign-in sheet, confirming the proposal due date remains unchanged.
