Scope of Work
The project requires furnishing all materials, equipment, labor, and supervision for the build-out. Key tasks include:
- Demolition and abatement.
- Installation of new walls, hard ceilings, doors, casework, and woodwork.
- Flooring, plumbing, electrical, IT, fire protection, and mechanical system work.
- All work must adhere to drawings and specifications developed by N.K. Bhandari Architecture & Engineering, P.C.
- Loud or disruptive work must be performed off-hours at no additional cost to the Government.
Contract Details
- Contract Type: Firm-Fixed-Price.
- Period of Performance: Substantial Completion is required no later than 210 calendar days from the Notice of Award, with final contract completion within 30 days thereafter. Work execution is to begin within 60 calendar days after Notice of Award.
- Liquidated Damages: $880.61 per calendar day for delays in achieving Substantial Completion.
- Set-Aside: Total Small Business Set-Aside (FAR 19.5).

Qualification & Submission Requirements
Offerors must meet stringent qualifications:
- Experience: Minimum 8 years of successful experience in comparable projects (size, complexity, scope).
- Past Performance: Three projects with a minimum award value of $1,500,000 each. At least one must be SCIF construction performed as the General Contractor. Utilize Attachment 1 (Experience on Similar Projects Offeror Form) and Attachment 2 (PBS Past Performance Questionnaire).
- Key Personnel: Project Manager and Superintendent must each have a minimum of 8 years of experience in their respective roles. The company owner cannot serve as Project Manager. Use Attachment 3 (Key Personnel Resume).
- Financial: Submit GSA Form 527 (Contractor's Qualifications and Financial Information).
- Bid Guarantee: A bid bond (SF 24) is required, equal to 20% of the bid price or $3,000,000, whichever is less.
- SAM.gov: Offerors must have an "Active" status in SAM.gov.
Security & Site Requirements
- All personnel must meet HSPD-12 and customer agency security requirements. Cell phones and transmittal devices are prohibited on the project site.
- Coordination with GSA Building Management and Security Division Access Control (SDAC) is required for building shut-offs and roof penetrations.
