Scope of Work

Services are required across the NAVFAC Atlantic Area of Responsibility (AOR), with primary work sites in Portsmouth, VA, and Kittery, ME. Remote work or other locations may also be required. The scope includes, but is not limited to, positions such as: Administrative Assistant, Acoustician, Architects, Business Analysts, various Engineers (Civil, Electrical, Mechanical, Fire Protection, Geotechnical, General), Construction Schedulers, Cost Engineers, GIS Analysts, Instructional Design Project Managers, Interior Designers, Landscape Architects, Motion Graphics Designers, Planners, Program Analysts, Project Risk Analysts, SharePoint & Power Platform Developers, and Strategic Planners.
Contract Details
- Contract Type: Firm-Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ)

- Period of Performance: One base year (04/17/2027 - 04/16/2028) plus four one-year option periods, for a total potential of 60 months (ending 04/16/2032).
- Government Minimum/Maximum: Minimum $10,000.00, Maximum $100,000,000.00.
- Per Order Minimum/Maximum: Minimum $10,000.00, Maximum $20,000,000.00.
Submission & Evaluation
- Proposal Submission: All proposals must be submitted via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module. Attachment E provides detailed PIEE vendor instructions.
- Pre-proposal Inquiries: Must be submitted via ProjNet at
www.projnet.org/projnetusing bidder inquiry key 2PWERZ-7FTST5, at least ten (10) calendar days prior to the closing date. - Evaluation Factors: Proposals will be evaluated based on Price, Corporate Experience, Safety, and Past Performance. Technical factors (Experience, Safety) are of equal importance to each other and, when combined, are equal in importance to Past Performance. The combined non-price factors are approximately equal to price. Award will be made to the responsible Offeror(s) representing the best value to the Government.
- Page Limit Clarification: The 15-page limit for "Relevant Experience" is part of the overall maximum 15-page limit for the entire response, not a separate limit.
