Contract Details
- Contract Type: Firm-Fixed-Price plus Incentives, Multiple Award IDIQ. Task Orders will also be Firm-Fixed-Price plus Incentive.
- Period of Performance (IDIQ): A base period of three (3) years, with four (4) option periods totaling seven (7) years, for a potential total of ten (10) years.
- Period of Performance (Task Orders): One (1) three (3) year base period and two (2), 12-month option periods.

Key Requirements & Performance
Contractors will be responsible for establishing and maintaining a comprehensive network of qualified healthcare providers, ensuring network adequacy, and managing claims processing, customer service, and program integrity. Performance will be monitored through a Quality Assurance Surveillance Plan (QASP) and an Incentive/Disincentive Plan (IDP), with metrics covering network adequacy, appointment timeliness, provider data accuracy, customer service, claims processing, medical documentation, and value-based purchasing. FedRAMP requirements will be defined at the Task Order level.

These two factors combined are significantly more important than Price.
- Evaluation Factors (TOPR): Best Value trade-off. Technical (Oral Presentation and Written Submission) is most important, followed by Past Performance, then Veteran Involvement/Subcontracting, and finally Price (least important).
- Past Performance: Offerors may list up to three contracts/orders (prime or major subcontractor, 20% of effort) from the past five years. Past Performance Questionnaires (PPQs) must be returned directly by the reference to the VA.
- Veteran Involvement/Subcontracting: Eligible and certified SDVOSBs receive full credit; VOSBs receive partial credit. Non-Veteran offerors using certified SDVOSB/VOSB subcontractors will receive some consideration. Large businesses must submit a Small Business Subcontracting Plan.
