Scope of Work
Contractors will establish, maintain, and administer a network of licensed healthcare providers to deliver services that drive quality, efficiency, cost savings, and a positive Veteran experience. Specific requirements will be defined at the Task Order (TO) level, covering areas such as program/project management, network development and maintenance, eligibility data management, customer service, utilization management, pharmacy services, medical documentation, claims processing, reimbursement, coordination of benefits, program integrity, clinical quality and patient safety, technology, training, appointment scheduling, and care coordination. Compliance with federal, state, local regulations, and the "CCN Next Generation Medical Network Contractor Manual" (Version 2, February 2026) is mandatory.

Evaluation Factors
Proposals will be evaluated using a Best Value trade-off approach. For the IDIQ award, Technical (Corporate Experience) is the most important factor, followed by Veteran Involvement/Subcontracting Plan, which is more important than Price. Technical and Veteran Involvement/Subcontracting Plan combined are significantly more important than Price. For Task Order awards (East and West TOPRs), Technical (Oral Presentation and Written Submission) is most important, followed by Past Performance, then Veteran Involvement/Subcontracting, and finally Price as the least important factor. Non-Veteran offerors proposing certified SDVOSBs or VOSBs as subcontractors will receive partial consideration, and approximate dollar values for subcontracts may be expressed as a percentage.
Key Requirements & Deliverables
Contractors must achieve Full Health Care Delivery (HCD) no sooner than 90 days and no later than 12 months from contract award. Performance will be monitored via a Quality Assurance Surveillance Plan (QASP) and an Incentive/Disincentive Plan (IDP), with specific performance objectives (POs) and acceptable quality levels (AQLs) detailed in Performance Requirement Summaries (PRS) for both East and West regions. Required technology includes Microsoft Azure Maps for geo-mapping, and FedRAMP requirements will be defined at the Task Order level. Detailed reporting, including Monthly Progress Reports and Network Build Reports, is expected.
