Delivery is required on or before March 31, 2027, to Tobyhanna Army Depot (TYAD), Tobyhanna, Pennsylvania.

Submission & Evaluation

Submission Method: Electronic proposals via email to nicole.tokash.civ@army.mil. Emails must not exceed 9MB; multiple emails are permitted if marked sequentially.
Evaluation Factors: Price, past performance, and delivery will be considered. The award will be made to the offeror whose proposal is most advantageous to the Government, not necessarily the lowest price or earliest delivery.
Discussions: The Government intends to award without discussions but reserves the right to hold them.

Special Requirements & Notes

Site Visit: A single, non-mandatory site visit is scheduled at Tobyhanna Army Depot, Building 20 (Security). Interested offerors must email attendees' names, company, and email addresses to James Emmett and Nicole Tokash.
Technical Manuals: Comprehensive Technical Manuals, including drawings, assembly/installation instructions, maintenance procedures, and a Bill of Materials (BOM), are required.
Post-Award Site Survey: The contractor must conduct a one-time survey at Hickham Air Force Base (AFB) to finalize the BOM and clarify details, at the contractor's expense.
Warranty: A two-year warranty on materials and subassemblies is required.
Compliance: Offerors must be registered in the System for Award Management (SAM). Cybersecurity Maturity Model Certification (CMMC) Level 2 (C3PAO) or higher is required for systems processing, storing, or transmitting Federal Contract Information (FCI) or Controlled Unclassified Information (CUI). Packaging must comply with MIL-STD-2073-1 and ASTM D3951. Insurance requirements apply.
