Quick Summary
The U.S. Department of Education's Institute of Education Sciences (IES) is conducting market research through a Sources Sought/Request for Information (RFI) for the Regional Educational Laboratory (REL) Program, 2027-2031 Cycle. This RFI seeks to identify qualified entities interested in providing educational research and support services under up to 10 anticipated firm-fixed-price, 60-month contracts. Responses will inform the acquisition strategy.
Purpose & Scope
This is NOT a request for proposals but an invitation to express interest and provide information on relevant knowledge, skills, and capabilities. The REL Program aims to assist practitioners and policymakers in improving learner outcomes by supporting the generation and use of research and evidence-based practices. Key activities include conducting applied research, designing and implementing training, coaching, and technical support (TCTS) activities, and disseminating scientifically valid research.
Each REL will be responsible for six main tasks: Management and Reporting, Coordination and Collaboration, Working in Partnership with Stakeholders, TCTS, Applied Research and Peer Reviewed Research-Based Development Projects, and Dissemination. Personnel must include researchers with scholarly expertise (content, methodological, lead authors) and practitioners experienced in teaching and professional development. Special requirements include establishing a Governing Board and dedicating at least 25% of funds to work in rural areas.
