Quick Summary
The U.S. Department of Education is conducting market research for the Regional Educational Laboratory (REL) Program, 2027-2031 Cycle. This Sources Sought notice seeks capability statements for up to 10 firm-fixed-price, 60-month contracts to serve as RELs. Additionally, it serves as an informational amendment regarding a related RFI on GSA MAS Schedule 541611. Responses regarding GSA schedule impact are due March 23, 2026.
Purpose
This RFI is for market research to determine sufficient interest and capability in the marketplace for the REL Program. It is NOT a request for proposals. Information gathered will assist the Department in finalizing its acquisition strategy. The notice also informs interested parties about an RFI posted against GSA MAS Schedule 541611 SIN Program Evaluation and encourages feedback if this affects competition.
Scope of Work
The REL Program aims to improve learner outcomes by supporting the generation and use of research and evidence-based practices. Key activities for each REL include:
- Conducting applied research and development.
- Designing and implementing Training, Coaching, and Technical Support (TCTS) activities.
- Disseminating scientifically valid research and evidence-based practices.
- Coordinating with other Department technical assistance entities. REL personnel must include researchers (content, methodological) and practitioners with relevant expertise. A draft Performance Work Statement (PWS) outlines six main tasks, including REL management, stakeholder coordination, TCTS, applied research, and dissemination.
