Quick Summary

The U.S. Army Contracting Command – Aberdeen Proving Ground (ACC-APG), Huachuca Division, is conducting market research through this Request for Information (RFI) to identify capable sources for an Enterprise Governance, Data Tagging, and Records Management Solution for Microsoft 365 (M365). The Army seeks a comprehensive Commercial-Off-The-Shelf (COTS) solution to manage its extensive M365 environment. Responses are due by April 30, 2026, at 4:00 PM Arizona Time.

Scope of Work

The Army requires a mature, scalable, vendor-supported COTS solution to enforce policy, automate administrative tasks, and enable delegated administration across Major Commands (MACOMs) within its M365 platform. Key functional areas include:

  • Enterprise Governance and Administration: Hierarchical Role-Based Access Control (RBAC) and delegated administration for SharePoint Online (SPO), Teams, and Power Platform.
  • Data Sensitivity and Security: Automated application of sensitivity and retention labels, oversharing remediation, and data loss prevention.
  • Automated Records Management: Full records lifecycle management compliant with Army and NARA standards.
  • SharePoint (SPO) & Teams Management: Automated workspace lifecycle management, from creation to archival.
  • Storage Management & Optimization: Identification and remediation of Redundant, Obsolete, and Trivial (ROT) data.
  • Cloud Backup and Restore: High-fidelity backup and restore for Exchange, SPO, OneDrive, and Teams. The solution must seamlessly integrate with and enhance native M365 capabilities, including MS Purview and SharePoint. Both single COTS platforms and composable architectures are acceptable.

Information Requested

Interested parties must submit responses in PDF format, addressing specific Corporate Information, Solution Overview (including architecture, federal security compliance like FedRAMP/IL5), and detailed Technical/Capability Questions. Vendors should describe their solution's integration capabilities, required permissions, log handling, reporting, administrative roles, vendor access models (e.g., Zero Vendor Access), AI/ML usage, API call volume, CAC/PIV support, data storage locations, NARA compliance, and backup features. Responses should also cover implementation, configuration, and sustainment services.
