Quick Summary

The U.S. Army Contracting Command – Aberdeen Proving Ground (ACC-APG), Huachuca Division, is conducting market research through a Request for Information (RFI) to identify capable sources for a comprehensive, enterprise-scale Commercial-Off-The-Shelf (COTS) solution for governance, data tagging, and records management within its vast Microsoft 365 (M365) environment. The solution aims to enforce policy, automate tasks, and empower delegated administration. Responses are due by April 28, 2026, at 4:00 PM Arizona Time.

Purpose & Scope

This RFI seeks information on mature, scalable, vendor-supported technical solutions to manage one of the world's largest and most complex M365 environments. The required COTS solution must seamlessly integrate with and enhance native M365 capabilities, focusing on:

  • Enterprise Governance and Administration: Hierarchical Role-Based Access Control (RBAC) and delegated administration for SharePoint Online (SPO), Teams, and Power Platform.
  • Data Sensitivity and Security (Data Tagging): Automated application of sensitivity/retention labels, oversharing remediation, and data loss prevention.
  • Automated Records Management: Full records lifecycle management compliant with Army and NARA standards.
  • SharePoint (SPO) & Teams Management: Automated workspace lifecycle management from creation to archival.
  • Storage Management & Optimization: Identification and remediation of Redundant, Obsolete, and Trivial (ROT) data.
  • Cloud Backup and Restore: High-fidelity backup and restore for Exchange, SPO, OneDrive, and Teams.

Key Clarifications & Requirements

The government will evaluate both single COTS platform providers and integrated solutions combining multiple tools. Solutions must integrate with MS Purview and SharePoint, expanding on native M365 capabilities. Responses should detail not only the software solution but also implementation, configuration, and sustainment services. The place of performance is primarily remote (CONUS-based), with potential for some work/travel to Ft. Huachuca, Arizona. Vendors should describe methods to mitigate data risk, such as Zero Vendor Access models, given the potential for sensitive data (PII/PHI).
