2. Factor II - Management, Staffing & Retention Plan: Evaluates the Offeror's ability to staff and manage the work. Includes Organizational Structure, Key Personnel, Staffing Plan, Retention/Continuity, and Quality Assurance/Role Separation. Minimum rating required: "Acceptable".
3. Factor III - Past Performance: Assesses recency (within 3 years), relevancy (scope, magnitude, complexity), and overall confidence (Substantial, Satisfactory, Limited, No, Unknown/Neutral). Past Performance of Unknown/Neutral is permissible but may be unfavorable in a tradeoff.
4. Factor IV - Price: Evaluated for fairness, reasonableness, and realism. Includes proposed labor categories, rates, hours, option pricing, and assumptions.

Non-price factors combined are significantly more important than price.

Tradeoff Application: A best-value tradeoff will be performed. Higher technical merit and superior past performance may justify selecting a higher-priced Offeror.

Final Selection Rule: If offers are essentially equal, the Government may consider past performance confidence, technical approach rating, and then price.
