Scope of Work
The contractor will provide clinical, scientific, analytical, planning, and operational support across multiple NIH Institutes (NINDS, NIBIB, NIEHS). Services are project-based and advisory, not staff augmentation, focusing on enhancing NIH's capacity, improving efficiencies, and fostering cross-Institute collaboration. Key areas include:
- Organizational assessments and program transition support.
- Research administration structure and process improvement advice.
- Translational research program support, including planning and milestone tracking.

- Change management support and stakeholder engagement.
- Development of reporting, dashboards, and risk logs.

Submission & Evaluation
Proposals must be submitted electronically via the NIH eCPS website. The submission includes a technical proposal (single PDF, maximum 30 pages) and a pricing template (Excel). Evaluation will follow a best-value tradeoff approach. Non-price factors, including Technical Approach, Management, Staffing & Retention Plan, and Past Performance, are significantly more important than Price. Offerors must achieve at least an "Acceptable" rating for Technical Approach and Management/Staffing to be eligible for award. Price will be evaluated for fairness, reasonableness, and realism.
