  • Incorporates a Pricing Matrix as Attachment 0003, which offerors must complete.

Amendment / Modification

This amendment revises the original solicitation by:

• Updating the Statement of Work (SOW) to clarify government requirements. The revised SOW is dated April 22, 2026, and replaces the original SOW entirely. Offerors must use this revised SOW for their proposals.

• Incorporating a complete list of Questions and Answers (Q&A) from industry as Attachment 0002.

• Incorporating a Pricing Matrix as Attachment 0003, which Offerors are required to complete for their quote to be considered.

Statement of Work (SOW)

This Statement of Work outlines the requirements for the revitalization of the Uninterruptable Power Supply (UPS) system supporting the First Army Headquarters facility at Building 68, Rock Island Arsenal. The existing UPS cabinet and batteries are to remain in place.

• Component Replacement: Replacement of componentry with original equipment manufacturer parts from Schneider Electric, specifically the Schneider Electric Modular Revitalization through the purchase of SKU WMPR505-MP-505.

• Associated Components: Intelligence modules, static switch, H.E. power modules, power view display, network management card, switchgear board, battery monitor board, and system PSU.

• Associated Work: Delivery of components, on-site installation by certified professionals, configuration to meet supply specifications, disposal of old componentry, and a one-year service agreement.

• Total Period: 12 Months

• Includes initial equipment revitalization, installation, and a one-year service agreement.

• Revitalization & Installation: To be coordinated upon contract award.

• Service Agreement: One year commencing upon Government acceptance of the installed componentry.

• UPS Model/Serial Numbers provided for UPS, Symmetra Display Screen, Circuit Breaker, and Symmetra 500KW.

• Voltage Configuration: 480 Volts.

• Other details include sticker number, battery model and count, module count, average predictive maintenance status, battery replacement date, module redundancy (N+6), and load (32kVA 17%).

• Location: Building 68, Rock Island Arsenal, IL 61299.

• Access: Requires Real ID and background check for Rock Island Arsenal and Building 68. Contractors will be escorted within Building 68.

• Work Hours: Preferred hours are 0730-1600, but flexible. Work outside standard hours is preferred if power interruption is necessary.

• Restricted Periods: Work is restricted on standard federal holidays.

• The UPS provides backup power to mission-critical loads.

• The facility must remain operational during revitalization. A bypass switch is available.

• If temporary UPS is needed, its cost must be included in the firm-fixed price.

• Kick-off Meeting: Within 14 days of contract award.

• Hardware Delivery: Prior to scheduled installation date.

• Installation & Configuration: In accordance with the approved schedule.

• Testing & Acceptance Report: Within 3 days of installation completion.

• Disposal Documentation: Within 14 days of installation completion.

• Service Agreement Documentation: Upon final acceptance of installation.

• Next Business Day on-site response for break-fix scenarios.

• Yearly Preventive Maintenance (PM) visit.

• Discounted parts and T&M rates for service visits for the initial year.

• Base Access & Background Checks: Real ID and background check required.

• Escort Requirements: Contractors must remain with First Army escort inside Building 68.

• AT/FP Level I Training: Required within 30 calendar days of contract start date.

• iWATCH Army Training: Briefing on local iWATCH program required.

• OSHA Compliance: All work must adhere to OSHA standards.

• Lockout/Tagout (LOTO): Strict LOTO procedures required for the 480V system.

• Hazardous Materials & Disposal: Contractor responsible for safe removal, transport, and environmentally compliant disposal/recycling of old UPS components.

• Site Cleanup: Work area to be left clean and safe daily. Packing materials and debris must be removed upon project completion.

Questions & Answers / Clarifications

This document provides responses to contractor questions regarding the solicitation for UPS maintenance and potential replacement services at Rock Island Arsenal.

• Site Access: Non-government personnel require a Real ID and must pass a background check for Building 68 access. First Army will provide escorts.
• Work Hours: Preferred hours are 0730-1600, but accommodations for outside these hours, including nights/weekends, can be made based on scope of work (e.g., power shutdowns).
• Restricted Periods: Standard federal holidays are restricted. Specific impacts due to power shutdowns will be communicated.
• Existing UPS Details: The existing Symmetra PX500 UPS (Model ON-95865SYPX, Serial QD1611130084) is 480 Volts, has 10 modules, 108 batteries (SYBTU2-PLP, replaced 7/20/2023), and N+6 redundancy. Load is 32kVA (17%). It is not under an active Schneider Electric service agreement. Manufacture/install date is estimated 2010-2011.
• Current Maintenance: Nationwide Power has provided maintenance for at least 3 years.
• Known Issues: A "bonding wire between neutral and ground error" warning exists. Four modules were previously removed due to warnings and critical fan failures.
• Mission Critical Loads: The UPS supports mission-critical loads. The facility must remain operational during work. A bypass switch is available, but its functionality for maintaining power during work is unclear.
• Temporary UPS: If a temporary UPS is required, its cost should be included in the firm-fixed price offer.
• Disposal: All removed componentry must be removed from the facility and disposed of according to applicable laws. The government is not requesting to retain any components.
• Service Agreement Scope: Details for the one-year service agreement (CLIN 0001) are in the revised PWS and Pricing Matrix (Attachment 0003).

These answers clarify site access, work hour flexibility, details about the existing UPS, maintenance history, and requirements for temporary power and component disposal, which bidders should consider when preparing their proposals. Form / Attachment / Pricing Sheet

This document is a pricing matrix (Attachment 0003) for the UPS Revitalization & Installation opportunity. It outlines the CLINs (Contract Line Item Numbers) and associated pricing structures that bidders should consider when preparing their proposals.
