RFI: Integration of Advanced Medium Mobile Power Sources (AMMPS) Kits Amendment 2

Request for Information (RFI)

This RFI is issued by the Department of the Army, Army Contracting Command – Aberdeen Proving Ground (ACC-APG), Belvoir Division, for market research purposes. The Army is seeking information on sources capable of integrating Advanced Medium Mobile Power Sources (AMMPS) Kits onto either the 1-ton Light Tactical Trailer Heavy Chassis (LTT-HC) or the 2.5-ton M200A1 trailer. The Government owns the Technical Data Package (TDP) for this integration. This RFI is for informational and planning purposes only and does not constitute a Request for Proposal (RFP) or a promise to issue one. No contract will be awarded based on this RFI, and no payment will be made for submitted information.

Respondents are asked to submit a capability statement addressing the following:

• Company Overview: Name, CAGE Code, UEI, Point of Contact, company size under NAICS code 336212 and other relevant NAICS codes.

• Past Performance & Experience: Experience integrating electrical/mechanical systems into vehicle/trailer platforms in the last 3 years, with specific examples of past projects involving power generation equipment integration onto trailers.

• Production and Integration Capabilities: Facility location for assembly/integration, maximum monthly production capacity, trailer/generator storage capacity, and shipping coordination capabilities.

• Programmatic Information: Rough Order of Magnitude (ROM) cost estimate per system for integration, including Non-Recurring Engineering (NRE) and Per-Unit Production Costs. Details on potential cost savings, lead time, and assumptions for production quantity (50 units/system) are also requested.

• Engineering and Security: Engineering capabilities for mechanical/electrical integration, quality control/inspection processes, and current facility security clearance level.

• Additional Information: Any supplemental data supporting the company's ability to meet requirements.

Request for Information (RFI)

The Department of the Army is conducting market research to identify sources capable of integrating Advanced Medium Mobile Power Sources (AMMPS) Kits onto either the 1-ton Light Tactical Trailer Heavy Chassis (LTT-HC) or the 2.5-ton M200A1 trailer. This RFI is for informational and planning purposes only and does not constitute a Request for Proposal (RFP).

• Integration Scope: Vendors are responsible for fabricating or procuring mounting hardware, brackets, and cables, and integrating/installing these components and Government Furnished Equipment (GFE) on the trailer according to the government's Technical Data Package (TDP).

• Performance Requirement: The final integrated system must be safely towable on primary and secondary roads and meet military requirements for environmental durability (rain, dust, vibration).

• Component Details:

  • Generators: AMMPS 60kW (MEP-1070A), approx. 75" L x 36" W x 50" H, 2,200 lbs.
  • Trailers:
    • LTT-HC (1-Ton): Flat deck, approx. usable space 96" L x 74" W.
    • M200A1 (2.5-Ton): Chassis requiring a vendor-supplied flat deck or mounting platform, approx. chassis length 144".

• Cost Estimate: Respondents must provide a Rough Order of Magnitude (ROM) cost estimate per system for the integration of a PP-3106A Power Plant (most complex) and a PU-2001A Power unit (least complex). This includes Non-Recurring Engineering (NRE) and Recurring Per-Unit Production Cost for 50 units.
