Quick Summary

The Department of the Interior (DOI), Interior Business Center (IBC), on behalf of the National Cancer Institute (NCI), is soliciting quotes for Robotic Arm Replacement and Scheduling Software Integration Services for an Automated High Throughput Imaging Platform. This is a Small Business Set-Aside opportunity. The requirement is for a firm-fixed-price order to replace an existing robotic arm and integrate it with current laboratory automation systems. Proposals are due June 1, 2026, at 9 AM ET.

Scope of Work / Requirements

The successful contractor will provide one (1) multi-axis robotic arm system, including mounting hardware and software integration components. The robotic arm must be suitable for laboratory automation, capable of handling SBS-compliant microplates (6-, 96-, 384-, and 1536-well formats). It must offer sufficient horizontal and vertical reach to access the existing robotic mounting table, three vertically configured auxiliary plate hotels, and the Yokogawa CV8000 instrument nest. Integration with the existing scheduling software and the Yokogawa CV8000 instrument control software is critical, allowing automated execution of plate transfer sequences. Compatibility with existing safety shielding, interlocks, and the SICK CLV622-1000 barcode reader is also required. Onsite training for up to four users on operation, troubleshooting, and maintenance must be provided within ten business days after installation. Digital accessibility conformance to HHS Section 508 standards is mandatory, requiring a Voluntary Product Accessibility Template (VPAT).

Contract Details

This will be a Firm Fixed-Price Order. Delivery of the robotic arm system is required within 12 weeks of award, F.O.B. Destination. Installation must occur within ten business days of delivery, performed by an OEM certified technician. A minimum 12-month warranty from the date of installation is required. The NAICS code is 334516 "Analytical Laboratory Instrument Manufacturing" (size standard 1,000 employees), and the Product Service Code is 6650.

Submission & Evaluation

Award will be made to the offeror presenting the best value, with the technical solution being more important than price. Quotes must include company name/address, Point of Contact, solicitation number, UEI, completed Provisions (Attachment 1), a detailed technical quote demonstrating capability, a firm-fixed-price quote in Excel format, and any assumptions. A VPAT (Attachment 5) is also required. Offerors must be registered in SAM.gov and hold prices firm for at least 90 calendar days.

Key Dates & Contact

Additional Notes

Offerors must acknowledge all amendments. Amendment 1 clarified that FAR 52.225-8 (Duty-Free Entry) may apply if the imported robotic arm exceeds $20,000, requiring offerors to clearly outline any tariff costs in their quotes. The government reserves the right to adjust tariff prices based on duty-free entry confirmation. Amendment 3 provided detailed information on the existing barcode system and dimensional measurements of the robotic mounting table and auxiliary plate hotels.
