This opportunity is a Total Small Business Set-Aside and is open only to Roofing MACC Contractors listed on the General Requirements cover page. The estimated value is between $5,000,000 and $10,000,000. Proposals are due March 26, 2026, by 2:00 PM EST.
Scope of Work
The project involves comprehensive roof repairs, with specific requirements for different building groups:
- Buildings HP51, HP53, HP55, HP57: Installation of new architectural asphalt shingle roofs. This includes removal and disposal of existing components, replacement of damaged decking and truss framing, installation of new ice and watershield, metal drip edge, pre-finished aluminum fascia, vented vinyl soffit, vented ridge caps, gutters, downspouts, expansion joints, vent boots, exhaust fans, and roof hatches. Existing dormers and antennas are to be removed.
- Buildings HP255, HP265: Replacement of existing shingle roof systems with new aluminum standing seam metal roofing systems. This entails removal and disposal of existing roofing, replacement of damaged decking, installation of new aluminum drip edge, self-adhering ice and water membrane, new standing seam metal roof with vented ridge cap, elastomeric expansion joints, pipe boots, and permanent fall protection.
- General Requirements: All work must comply with OSHA standards and government requirements. The facilities will remain operational, requiring minimal interference. Contractors are responsible for field verification of conditions, utility locating, and proper disposal of debris.

Key Requirements & Considerations
- Eligibility: Restricted to Roofing MACC Contractors listed on the General Requirements cover page.
- Asbestos & Lead-Based Paint (LBP): Asbestos-containing materials (ACM) are identified in Buildings HP51, HP57, HP255, and HP265. No ACM was found in HP53 and HP55. Contractors must assume all roof penetrations with mastic are ACM and price for abatement. A remediation plan for LBP (present on fascia) and asbestos is required. The Contractor Environmental Guide for MCB Camp Lejeune must be followed.
- Operational Impact: Contractor operations must cause minimal interference with normal facility activities.
- Field Verification: Contractors must field-verify all existing conditions, dimensions, and roof deck measurements prior to bidding and during construction.
- Amendments: Offerors must acknowledge all amendments (0001-0006) when submitting their proposal.
Evaluation & Award
- Basis for Award: Lowest Price.
- Submission: Offers must be submitted on all line items (ELINs 0001 through 0006); failure to do so may result in rejection. All markups (overhead, labor burden, and profit) must be included in the ELINs.
- Proposal Acceptance Period: 60 days from receipt of offers.
